DC under cloud for suppressing facts, supplying wrong information | Gun licenses scam surfaces in Samba | | Sumit Sharma JAMMU, Oct 11: Deputy Commissioner Samba is under cloud for deliberately replying arbitrarily to an RTI application and supplying wrong information regarding issuance of Gun Licenses in Samba district. Even before office of Chief Information Commissioner (CIC) could take action, government has taken suo motto cognizance of the complaint and asked both Crime branch and State Vigilance Commission (SVC) to begin probe into the alleged issuance of fake gun licenses. Sources said that to ensure fair and unobstructed investigation, government is likely to remove the officers whose involvement has surfaced. It needs to be mentioned that an RTI crusader Vikrant Sharma filed an RTI application, seeking answers of around 15 questions, all pertaining to issuance of gun licenses in Samba district between March 2010 and July 2011. Deputy Commissioner (DC) Samba vide letter no DMS/JC/RTI/352 dated 13-08-2011 replied to the RTI application stating that it issued around 246 licenses between March 1, 2010 to July 15, 2011. Of these, 105 were issued to army while around 141 were given to the civilians. It preferred a short-cut reply to the 15 questions of Vikrant and gave him the entire information on one page. Finding the DC's office reluctant to share information in detail, Vikrant went into the appeal, accusing the Samba commissioner's office of suppressing the information and replying arbitrarily. Finding the going tough, the same Deputy Commissioner's office replied to his appeal and supplied him another piece of information vide letter no: DCS/JC/RTI/2011-12/394 dated 23-09-2011. Surprisingly, DC Samba Mubarak Singh's office now claimed that it had issued 646 gun licenses to both army and the civilians between March 1, 2010 and July 15, 2011. It did not explain reasons for rise in the number of licenses during the period, details of which they had already given in their first letter. This time, Samba DC claimed to have issued 505 licenses to army and 141 licenses to civilians. Hence, 200 licenses increased within a few days. Despite seeking replies, Samba DC remained silent. The most interesting aspect is that Samba DC has accepted of not having gone for CID verification before issuing licenses to various individuals both from the army and locals of Samba district. Regarding CID verification, DC Samba has in writing said "After the orders from higher authorities, some of the cases were referred to DIG (CID) Jammu/Srinagar through proper channel for verification." He has claimed of not having issued any license to non-state subjects, something which is being contradicted by agencies seeking probe. To make matter's worse; office of DC Samba first issued wrong information into the gun licenses issue, thereafter in order to hide their wrong doings issued another piece of information and when even this could not suffice the complainant, put the entire blame on the senior officers of CID wing of Jammu and Kashmir police. The application has appealed the state government to order CBI probe into the alleged scam. Another twist to the tail is the fact that CID has not entertained any request for verification of arms license for the last three years due to some kind of ban on the same. |
