BAC stresses for clearing pending Bills

Jammu, Dec 8
In view of the ensuing budget session, the Business Advisory Committee of Legislative Assembly held its meeting here today under the Chairmanship of Speaker, Mr. Tara Chand and discussed various issues relating to the duration and Business of the House.
The Members exchanged views on House related affairs and expressed unanimity that sufficient time should be available to Members for deliberating on important issues in the House and it was opined that priority should be given to disposal of pending Bills before the House.
As the budget session has been pre-poned this year, the Committee felt that this would be new experience for the Government as well as for Members because time for working season is mainly February and March. Most of the Members are supposed to be in their constituencies to monitor the developmental activities. The Members suggested for curtailing the sittings and suggested for utilizing some holidays for Business.
Minister for Finance, Law and Parliamentary Affairs, Mr. Tariq Hamid Karra who was present in the meeting said that Chief Minister Mr. Ghulam Nabi Azad has discussed the matter of pre-poning the budget session with the Prime Minister, Mr. Manmohan Singh and requested him to hold Plan meeting in advance for which he has agreed in principle. He said that the documents of budget papers would be drafted accordingly and developmental activities would also be taken up early next year. He appreciated the suggestion that Members are required in their constituencies during February and March to supervise developmental activities and said that session would be concluded most probably in the first week of February. Mr. Karra further said that Government’s endeavor would be to provide adequate time to every Member to speak on grants and important motions.
Leader of Opposition, Mr. A.R.Rather stressed for disposal of all pending Bills. He said that at present about 50 Bills are pending before the House and dozens are expected to come in the coming session. He pleaded that appropriate time should be allotted to each party on important discussions especially on grants of important ministries.
Minister for Health and Medical Education, Mr. Mangat Ram Sharma, Minister of State for Finance, Law and Parliamentary Affairs, Mr. Prem Sagar Aziz, Minister of State for Health & Power, Peer Mohammad Husssain, Mr. Harshdev Singh, Mr. M.Y.Tarigami, and Mr. Ashwani Kumar Sharma also gave their suggestions on the subject.
Commissioner/Secretary Law, Mr. A.H.Kochak, Secretary Assembly, Mr. Mohammad Iqbal Ganai were also present in the meeting.
