Need for effective counter infiltration plan | | | As far as insurgency and infiltration are concerned preventive measures are treated more effective than curative measures.If proof is needed one can refer to the usual ingress scene on the LOC and the IB in Jammu and Kashmir where agencies across the border keep on assisting groups of militants in sneaking into the Indian territory in the border state.It has been seen that once militants cross into Jammu and Kashmir it becomes quite difficult,if not totally impossible,for the troops and the security forces to account for them by way of their elimination or arrest.Hence if the troops formulate effective preventive measures there would be no need for initiating curative measures.In fact the ingress scene is as old as the partition of the country because people have been crossing into Jammu and Kashmir from across the LOC and the IB without valid travel documents and on many occasions they would be arrested and detained and later pushed back to Pakistan or occupied Kashmir. But since 1989 the infiltration scene has registered a phenomenal change with groups of militants,trained in arms camps in Pakistan and occupied Kashmir,being pushd into Jammu and Kashmir for triggering violence.This is what has been happening during the last 21 years.Years ago the entire LOC and the IB were fenced.Though the eight feet tall barbed wire fence acted as a barrier against easy ingress it did not completely end the problem of infiltration.Later sophisticated gadgets including sensers were installed on the LOC and the IB for monitoring the movement of militants across the border.And these gadgets helped th Indian troops in foling 60 per cent infiltration bids.What then was the effective tool for checking ingress of militants ?Deployment of additional companies of troops so that those border routes which had remained unmanned were plugged making it well nigh impossible for the miliants to sneak into Jammu and Kashmir. And luckily this is what the Indian Army functionar ies have done.Reports said that additional troops have been deployed in priority areas,especially in north Kashmir,for countering infiltration.T his step has been taken after reports reaching the Northern Command headquarters revealed that more groups of militants,equipped with sophisticated weapons,had been brought on the launch pads,especially across Kupwara,Uri,Machel,Keran and Karnah.That there has been no end to infiltration bids is indicated by the elimination of 80 militants during the last nine months.Apart from this more than 19 top commanders of Lashka-i-Toiba and Hizbul Mujahideen had been killed during the last six months in encounters with the security forces in various parts of the state.Senior Army functionaries fear spurt in infiltration bids during the next two months on the plea that agencies across the LOC were trying to push into Jammu an Kashmir as many militants as possible before the border routes got buried under snow.Hence effective steps in the direction of counter infiltration plan were needed for ensuring zero level ingress which if achieved could gur antee peace in the state.
