SC/ST/OBC confederation condemn Govt’s move on KAS promotions

Jammu, Oct 14: The All India confederation of SC/ST/OBC has condemned the government’s move on KAS promotions in violation of court directions and the reservation policy of the state.
President of the confederation R.K Kalsotra has alleged that the KAS seniority list has been distorted at the instance of few close to power corridor and to defeat the reservation policy in the state. It has been alleged that despite stay order issued by the High Court the GAD is contemplating to operate the impugned seniority list in the garb of officiating arrangement without giving due representation to SC/ST/OBC and RBA candidates. The president has stated that the Government is planning to put around 150 officers on officiating basis without giving due representation to the members of SC/ST/OBC despite the fact that union government vide its 85thconstitutional amendment has allowed roster point seniority to officers/officials of the reserved categories and the J&K Government vide SRO 110 dated 19.04.2000 has allowed roster point as seniority position in respect of SC/ST candidates.
He said that even Samuel Verghese committee report has been misinterpreted for the benefit of the blue eyed officers and all the recommendations which were infact to be examined by the establishment-cum-selection committee and the state cabinet have been misinterpreted by the GAD at its own level to give undue benefit to few influential officers ignoring the legitimate rights of SC/ST/OBC and other deserving officers of various feeding services.
Kalsotra has appealed to the Chief Minister and Chief Secretary not to take any hasty decision at the behest of GAD till the matter is resolved by the High court and have full faith in the judicial process. Even if some officiating arrangements are to be made, the tentative seniority list may be operated upon. The association has further threatened to go on roads if any controversial order ignoring the reservation is issued.
