payrInterlocuters' report may resolve regional imbalance | | | Expectedly the report of the interlocuters,Dileep Padgaonkar,Radha Kumar and M.M.Ansari,has not addressed the external dimensions of the Kashmir issue.It is so presumably the matter has been left to New Delhi and Islamabad,that are engaged in the bilateral dialogue,to resolve,if possible,the Kashmir issue.Since the report does not touch the external dimensions of the Kashmir issue the separatists treat the report as an "exercise in futility."The separatists should know it that for addressing external dimensions of the Kashmir issue the interlocuters had to recommend measures that could have not been within the provisions of the constitution of India.And recommending anything beyond the provisions of the constitution was not the matter that had been mandated.Even if the interlocuters had attempted at addressing external dimensions of the Kashmir issue there was no gurantee that Pakistan,which claims to be a party to the dispute,would have accepted the interlocuters' recommendatons. This way the report can be a disappointment for the sparatists and their supporters but it holds a ray of hope for those who have been clamouring over continued discrimination of people of the regions of Jammu and Ladakh.The report should cheer up those who have been crying hoarse over meagre devolution of political and financial powers besides funds to the Jammu re gion in comparison to the Kashmir valley. The report has favoured a meaningful autonomy for the state without directly casting its dice in favour of restoration of pre-1953 constitutional status which could create misgivings in the Jammu region.Still it could be given a thought in the light of the recommendatons that Development Councils be established for all the three regions in order to ensure equatable devolution of political and financial powers. Atleast the Kashmir centric political leaders may have been crestfallen over the support of interlocuters for the demand for establishing fresh delimitation commission. It seems that the interlocuters have accepted the plea of some jammu based politicians that the root cause for regional discrimination was imbalance in the number of Assembly constituencies between the Kashmir valley and the Jammu region.The working chairman of the Panthers Party,Harsh Dev Singh,is said to have been in the forefront of those who had convinced the interlocuters about the need for increasing Assembly constituencies in the Jammu region which has more area and population than the valley.But ironically the Jammu region has 37 Assembly segments against 46 in the valley.Since the union Home Minister plans to discuss the report in the All Party Conference it is hoped that a consensus was evolved which could make it easy for the Lok Sabha and the Rajya Sabha to adopt the report.Though the recommendations,if implemented,may not generate peace,as is being believed by the separatists,they could resolve the problem of regional discrimination.The centre and the parliament could initiate measures including repeal of the AFSPA and open more border routes for trade and travel that could improve the security scenario in the state
