What forces Sagar to deny rotation?
Rahul Gandhi said Congress high command would decide

Early Times Report
srinagar, Oct 14: It is both strange and confusing that even when the Congress general secretary, Rahul Gandhi has made it clear that it was for the Congress high command to decide on rotational CM in J&K, State Law and Parliamentary Affairs Minister Ali Mohammad Sagar should dismiss reports that there will be rotation after Omar Abdullah completes three years in office.
Sagar has made the statement even when there is no final word on the issue from either the Congress general secretary or any other source in 10 Janpath.
Talking to a news agency in Srinagar Sagar has said the Congress High Command has clarified that there will be no rotation. The matter ends here.
Sagar has not stated clearly when did the Congress high command make it clear after Rahul Gandhi's visit to the state that there would be no rotation?
Sagar also said there is complete coordination between NC and Congress on all the issues and the two alliance partners have been taking policy decisions together.
Would Sagar set the record straight right by stating where specifically does the coordination exist between the Congress and the NC when the Congress workers and leaders have been stating on record that they are being dealt a raw deal in all the decisions taken by the Government in the State?
Sagar has accused opposition Peoples Democratic Party of leveling false allegations against Omar Abdullah led coalition government. Sagar said that Panchyat elections were held after 34 years and general amnesty was granted to the stone pelters. "But PDP is trying to negate our performance by its false propaganda. They are bound to fail," he added.
It has been the historic practice for the NC to blame its failures on the opponents. Does the PDP control the internal working of the NC so much that corruption, nepotism and favouritism are done by the government at the behest of the PDP? Is the PDP somehow remote controlling the Government so that it fails and the PDP comes to power by aligning with the Congress instead of the NC?
