Revocation of AFSPA | Center asks state to identify ‘peaceful’ areas | | EARLY TIMES REPORT Srinagar, Oct 15 : The central government has asked Jammu and Kashmir government to identify areas where controversial Armed Forces Special Powers Act (AFSPA) could be revoked in first phase, sources told KNS. “Union Home Minister P Chidambaram in his recent meeting with the Chief Minister Omar Abdullah has given green signal for revoking AFSPA from certain areas of the state,” they added. A senior police officer told KNS that they have been asked to prepare list of the areas where violence has declined. “Government has asked us to provide list of the areas where the violence has dipped over the past few years,” he added. In September this year, Chidambaram had said that if state would be able to lift the Disturbed Areas Act then AFSPA won’t be applicable in Jammu and Kashmir. AFSPA, which gives the armed forces legal immunity for their actions, is in place in Kashmir since militancy erupted in 1990. AFSPA empowers security forces to shoot at sight and arrest anybody without a warrant if an area is declared disturbed. It is applicable only in Jammu and Kashmir and in the northeastern states. When contacted senior Congress leader and Minister for PHE, Irrigation and Flood Control Taj Mohi-ud-Din said that decision has to be taken at several levels. “Government and security agencies have to reach to a consensus before taking such a decision.” “Both central and state governments have to finalise the modalities for revocation of AFSPA. Both union Home Ministry and Defence Ministry have to agree for it,” he added.
