Open loot of funds under Sarav Shiksha Abhayan: Citizen Forum

Jammu, Oct15: Citizens Forum has assailed open loot of funds advanced by the Centre to J&K, under Sarav Shiksha Abhayan, under which elementary education is to be imparted to the children and even adults belonging to poor strata of society, who cannot afford to get education in regular schools.
A meeting of the forum held here today under the chairmanship of its president, R K Chadha has stated that during last one decade thousands of crores of rupees have been granted by the Central Government to J&K State on Sarav Shiksha Abhayan project.
But the major portion of the amount has been pilferaged and misappropriated by the concerned officials in the education deptt. up to the highest level.
The scheme has failed to click and achieve its desired purpose. The state of affairs in elementary schools, running under the scheme is miserable. The forum has stated that out of 21695 elementary schools running under the scheme in J&K 2431 have no drinking water facility, while 9571 are without toilets.
As many as 19984 are without electric power 20663 schools are not having computers while 13446 schools sans playgrounds and 17259 are without boundrywalls. The forum has demanded that the white paper on the amount of grants received from the Centre by the state and that spent on different heads under the scheme during last ten years be issued.
The forum has further alleged that during the tenure Harsh Dev Singh as education minister and that of present education minister, Peerzada Mohammad Sayeed there has been whole sale loot of these funds and the same has assumed a scandalous proportion. In the name of opening elementary schools, under the scheme 4 to 5 children of labourers etc are collected, while fictitious entries of children is made in the registers, showing the strength of school from 60 to 100 and for mid-day meal for them ration is got, which is sold in the open market.
From bottom to the top, all are involved in this loot. The forum has demanded a thorough into the scam.
