Wajahat wants Delhi to empower JK Assembly to determine quantum of autonomy | Constitutional Authority Subverting Constitution | | RUSTAM JAMMU, Oct 16: As mentioned yesterday, the intentions of Wajahat Habibullah, Chairman of National Minorities Commission, are not nobel. His whole approach towards Jammu and Kashmir is communal. He is a protagonist of Greater Kashmir and he wants Kashmir and a particular section of Kashmiri population to enjoy an autonomous status and dominate and exploit people of the state's two other regions, Jammu and Ladkh, overlooking the fact that the people of these two regions have nothing in common with those in Kashmir demanding autonomy, self-rule, independence, Pakistan, joint-control and so on. He, like the Kashmiri leadership, considers the people of Kashmir a race apart, a distinct nation. In fact, his whole approach is based on the religio-political philosophy that divided India on communal lines in 1947 and created Muslim Pakistan. Last but not the least, Habibullah wants the authorities to divide Jammu and Ladakh regions on communal lines and weaken the movement in these two regions against Kashmiri domination. That Habibullah wants to divide Jammu province on religious/ethnic lines and that he wants to create in the Jammu province ten administrative regions could be seen from what he said while delivering lecture on "Kashmir: The Present and The Future". He, apart from suggesting creation of three regional councils, one each for Jammu, Kashmir and Ladakh --- suggested setting up of Zilla (district) Councils at district level with district development boards and village councils, besides Halqa Majlis (Panchayats) in various parts of the state". (District development boards already exist in the state and these are headed by ministers with the concerned MPs, MLAs, MLCs and so on as the members.) His intention was to pit the people of one district against the other and create an impression that the areas like Doda, Kishtwar, Ramban, Poonch and Rajouri, where the Muslims constitute majority, have remained under-developed because of their association with the Hindu-majority Jammu district. The proportion of Muslims and Hindus in the Doda, Kishtwar and Ramban areas is 55:45. In Poonch, the Muslims constitute nearly 80 per cent of the total population and in Rajouri district, the proportion is almost 60:40. In other words, the Muslims and Hindus in these areas, barring Poonch, are almost evenly balanced. It would be a misnomer to call the erstwhile Doda district and Rajouri district as Muslim-majority. However, it's true that the bulk of the hilly and mountainous, and even plain areas, in Jammu province are under-developed and that even basic facilities are not available to the people inhabiting these areas. But it's also equally true that the people of these areas as well the people of other areas in Jammu province have been suffering since 1947 because neither New Delhi nor the Kashmiri-dominated and Valley-centric successive governments in the state have ever treated these people as part and parcel of the state society. Both of them have willfully neglected and ignored them. But the likes of Habibullah would never hint at what New Delhi and the Kashmiri leadership have done to the people of Jammu province during all these years of independence. On the contrary, they would hide facts, they would distort facts and they would paint things in a fashion or in a lurid colour that misleads the concerned authorities and pits one section of society against the other. Habibullah's paper on Jammu and Kashmir was, in short, nothing but a formulation that sought virtual separation of Jammu and Kashmir from India and division of Jammu province on religious and ethnic lines. It is disgusting that the Congress and the UPA have allowed such persons to man constitutional positions. This is the worst aspect of the whole situation. Will those at the helm take cognizance of the activities undertaken by the likes of Habibullahs to subvert the Indian polity from within and show them the place they contemptuously deserve?
