Ex 'Babus' eyeing vacant PSC posts; politically blessed likely to make it

JAMMU, Oct 16: Retired and retiring bureaucrats alongwith politically well-connected IPS officers have begun lobbying for membership of high profile Jammu and Kashmir Public Service Commission (JKSPC).
Sources said that three retiring IAS officers have already made their ambitions known to their colleagues and close friends. Two IPS officers, of whom one has retired and other is to retire in the coming months, are also in the fray. Sources disclosed that despite being regarded upright and honest, these five officers are making knee-deep efforts to get themselves placed as members of JKPSC.
Despite Chief Minster Omar Abdullah's repeated pronouncements of no political interference in the selections of members for JKPSC, sources said that 'recommendatory notes' of top Congress and National Conference (NC) leaders would be ultimate deciding factor. Referring to a particular member of PSC, a top congress leader accepted that the member was sworn in after personally pursued his case.
"He met me at the airport. I was boarding a fight while he was returning from somewhere. I asked him about his service and when he said that he would be retiring next month, I assured him of a berth in PSC. Since I knew him personally, I pursued his case and got him engaged as member of PSC," said the congress leader while talking to Early Times. He went on to add "these are political posts."
The congress leader did not hesitate in saying that even officers having soft corner towards National Conference (NC) are heading several commission and boards. While referring to a particular IPS officer, the congress leader made his intentions known when he said "He has retired and should be considered by the government for appointment as member of the high profile JKPSC. He deserves for being highly qualified and having served the state with honesty and dedication."
It needs to be reiterated here that several commissions have questioned the integrity of members who are appointed as members of recruiting boards or commissions on the recommendations of leaders of political parties. These commissions have raised serious questions over the official conduct of these politically connected members and said that there are more than 110 percent chances of these members getting influenced by those who manage to get them there.
Genuineness and fairness suffers when political bureaucrats become decision makers in recruitment process, says a particular reform commission report. And in the case of JKPSC, alongside maintaining incredible pace in the recruitment, it also has to its credit allegations of favoritism and members interviewing their own children for selection.
Sources said that if the existing vacancies are also filled in the same manner in which earlier selection was done, PSC would become a "politically vibrant institution." They maintained that government should stop appeasing retired IAS and IPS officers especially those whose political affiliations are known to all. Sources went on to say that it would be tough task for Chief Minister Omar Abdullah to annoy these 'bureaucrat friends' of Congress and National Conference leaders.
It needs to be mentioned here that ten member JKPSC is short of four members, three of whom retired recently. These included retired IFS officer Ruplal Bharti, retired Principal GMC Dr. Heera Lal Goswami and Manzoor Bhat, a revenue services officer. Presently, four retired IAS officers namely Shiban Lal Bhat, Kulbushan Jandial, Khazir Mohammed Wani and Asgar Samoon alongwith one IPS officers Javed Makhdoomi are running the show in JKSPC. Bhat is the Chairman while other five are members.
And as a matter of coincidence, children and relatives of some of these members joined administrative, police and revenue services during their tenure. For the vacant positions, 13 IAS officers would become available by the end of year 2012. Of these 13, 8 are retiring before March 2012. These include Basharat Dhar (25-12-2011), Mehboob Iqbal (21-11-2011), Naseem Lanker (19-02-2012), G.A.Peer (04-03-2012), Mohammed Syed Khan (04-01-2012), A.K.Raina (14-04-2012), Abdul Hamid Wani (03-03-2012), Bua Ditta Bhagat (15-05-2012) and Kachoo Isfandyar Khan (04-01-2012).
Of these 8, Mehboob Iqbal is the lone man who would not be one of the contenders, affirm the sources. Others who would be available with the government for selection before December 2012 include Syed Mohammed Fazlullah (15-10-2012), B.D.Sharma (06-10-2012), Sunita Sharma (13-08-2012) and G.R.Bhagat (28-12-2012).
