Despite Army reservations AFSPA may be withdrawn selectively

EARLY TIMES REPORT
JAMMU, Oct 17:Despite growing apprehensions on nexus between Punjab militants and activists of Lashkar-i-Toiba in Jammu and Kashmir and reservation by the Army authorities the Government of India is said to have accepted Chief Minister Omar Abdullah's plea for repeal of the Armed forces special powers Act from the troubled state.
Official sources said that to begin with the AFSPA may be withdrawn from the districts of Budgam,Ganderbal and Srinagar in the Kashmir valley and from Kathua, Samba and Jammu districts in the Jammu region.
The sources said that when the Kashmir Chief Minister went to Delhi with the request that AFSPA may be withdrawn he was told to identify peace areas where the Act could be withdrawn.
After identifying the areas the Government sought opinion from the top brass of the Army.
Reports said that the senior Army functionaries wanted more time to be given for the withdrawal of the AFSPA because one has to review the situation in order to find out if the current lull was not deceptive.
According to these reports, the plan to withdraw the AFSPA may be delayed by a few weeks following the recent incident in which an explosive loaded car had been seized near Amabala Railway station. The explosives were to be carried to Delhi for triggering bomb explosions around Diwali.
Preliminary investigation had revealed that the car had been driven from Jammu and Kashmir an could give valid clues to growing nexus bet ween Punjab terrorists and the Lashkar-i-Toiba activists, operating in Jammu and Kashmir.
Omar Abdullah has conveyed to Delhi that the AFSPA continued to be a red rag to the separatist s' bull and it was withdrawn they would have no specific agenda for berating the Government.
He has asked New Delhi that once the Act was withdrawn it could reduce the trust deficit level between Srinagar and the Union capital.
On senior Government functionary said that the Act may be withdrawn on a selective basis only after a final review of the border situation in relation to the level of ingress.
