"Militancy no doubt has declined in the state with the elimination of hardcore and top commanders of various outfits but it cannot be assumed that militancy is over as attempts are being made from across the border to sneak into Jammu and Kashmir," Mr Khoda told reporters at the sidelines of inaugural function of three-day 'Play For Peace' Sports Festival organised by the Jammu zone police here. Mr Khoda said, "Though the number of self-styled militant commanders have been neutralised in the past months and militancy has shown about 50 per cent decline but we cannot assume that it is over as the militants are making all attempts to revive their lost ground." He added that this year, large numbers of infiltration attempts were made from across the line but alert security forces have successfully foiled them. On Ambala explosive haul, the DGP said, "Both Haryana and Punjab police are jointly investigating the matter and Jammu and Kashmir police is assisting them in the investigations."
