Cash crunch grips J&K state; salaries, liabilities yet to be paid | | | EARLY TIMES REPORT JAMMU, Oct 18: It seems that Omar Abdullah led coalition Government and troubles are made for each other as ever since this dispensation assumed power three years back, it has to face one crisis after another. One more to add on in the list of ever growing problems for the State Government is the severe financial crisis it is currently grappling with. The severity of the cash crunch could be gauged from the fact that the Government is under financial liabilities of more than Rs 100 crore and the present regime is clueless how to get past this difficulty.
“The liabilities to the tune of more than Rs 100 crore are mainly comprised of the payments of contractors and entrepreneurs who have supplied different items or have executed some developmental projects…. They are entitled of 75 percent of the payments pending as liabilities,” sources maintained.
“Around Rs 12 crore has to be paid to those contractors or suppliers who have delivered goods and materials to Power Development Department,” they added. Another indicator which clearly suggests that the coffers of the State Government are empty is non-payment of salaries to the employees even though more than fifteen days of the month of October have passed.
According to sources, the cash strapped Government is unable to disburse salaries of the employees for the current month since the allotments for pays and perks were made too late. With no cash in the coffers, the state government employees who have applied for General Provident Fund (GPF) are also making rounds of Treasuries in a hope to get their payments but to no avail.
Under such a scenario, some of the Treasury Officers have started to abstain from their duties as they are just unable to answer the queries of the claimants for the reasons behind delay in payments. The current financial crunch could also lead to delay in advance salaries and move allowances to the Darbar Move employees.
“Under normal circumstances, the move employees would have received their pays and parks before October 22, however, the cash crunch could hold-up the payments for few days,” sources said. Even the Value Added Tax (VAT) returns of worth about Rs 28 crore on raw materials have not been made by the Industries department for the last more than one year.
