Will fresh initiatives on Kashmir yield results ? | | | Fresh initiatives,at different level, are being taken in an attempt at resolving the Kashmir issue to the extent of ensuring peace and normalcy in the state of Jammu and Kashmir which has been rattled and rocked by militancy related violence during the last 22 years.In fact since 1989, when militancy took roots in the state,the state and the central Governments have carried out a number of experiments for the resumption of normalcy in the state.However, hitherto these experimnents failed to settle the Kashmir issue and restore pre-1988 security scenario in the state. Yes, the situation that existed in the state between 1989 and 2000 improved considerably since 2002. Among these experiments was the appointment of number of negotiators, including K.C. Pant, N.N.Vohra and Wajahat Habibullah. Since the separatists of many hues had boycotted these negotiators their recommendations and reports failed to settle the basic problem.The last experiment was the appointment of three interlocuters, Dileep Padgaonkar, Radha Kumar and M.M.Ansari.They too have submitted their report to the Union Home Minister. Expectedly the separatists have described their recommendations as exercise in futility. Reports do suggest that the Government of India has plans of involving separatists, including Syed Ali Shah Geelani,in talks with either the Prime Minister or the Home Minister. These reports indicate that since separatists are for triangular talks New Delhi may rope in Pakist an for motivating Syed Ali Shah Geelani for joining the process of dialogue. Reports said that New Delhi had opened its doors for negotiations with separatists belonging to the camp of moderates. Series of talks were held between the two sides but they proved fruitless because Geelani and his associates had not joined these talks. Geelani has been saying that he would join the process of dialogue if New Delhi accepted Kashmir being a dispute. Possibly New Delhi should have no major difficulty in accepting his demand because if India has initiated talks with Pakistan it has done so to resolve various bilateral problems, including the Kashmir issue. In a bid to create an environment which could be conducive for Delhi-separatists and Delhi-Islamabad talks the Government is likely to withdraw AFSPA from those areas which have remained peaceful and incident free during the last over three years.Besides this detention of a number of political activists and those held on charge of involvement in stone pelting incidents was being reviewed so that those against whom there were no serious charges were released. These are the two main demands of not only the separatists but of the main opposition PDP. Already withdrawal of paramilitary forces from within Srinagar city and se veral other areas has reduced the level of anger of people against the establishment. All these steps indicate that New Delhi has been in favour of adopting flexible stance over the separatists demand. Naturally this calls upon the separatists to be less obdurate so that the bilateral and triangular talks prove meaningful and result- oriented. In the absence of any flexibility on the part of separatists and Islamabad talks, whether held between Delhi and Islamabad or between the separatists and New Delhi, may be a futile exercise. If Delhi has moved a mile let Islamabad and separatists cover a furlong. |
