Let interlocuters explain meaningful autonomy | | | The three interlocuters,Dileep Padgaonkar,Radha Kumar and M.M.Ansari.in their final report to the Union Home Minister,P.Chidambaram,are said to have recommended meaningful autonomy for Jammu and Kashmir.But they have not explained what they mean by meaningful autonomy. Can there be a meaningless autonomy ?It is possible because when people are under the control of a foreign power or when people are denied basic fundamental rights. Meaningful usually means worthwhile. It is yet to be known whether this meaningful or worthwhile autonomy means that autonomy which is being demanded by the National Conference. Or is it something akin to PDP's self-rule which is as good as greater autonomy. Whatever definition the three interlocutors have for meaningful autonomy they have played safe. By recommending meaningful autonomy the three interlocutors have avoided getting involved in some controversy. Not only this. The very illusive term has left the National Conference and the PDP leadership more confused than it was prior to the submission of the final report. Since the interlocutors have not explained what they mean by meaningful autonomy both the NC and the PDP can claim that the report has endorsed their stand. If one takes into account the state Assembly's resolution on restoration of autonomy to Jammu and Kashmir, mainly the baby of the National Conference, and the PDP's concept of self-rule one may have no problem in saying that the interlocutors' report may not have accommodated ether of the two ideas, in clear terms, in their report. In fact the interlocutors had been fully briefed, during their meetings, by the senior functionaries of the PDP and the NC about the self-rule idea and the resolution on autonomy respectively. Besides these two main ideas Peoples' Conference Chairman,Sajjad Lone's document on Achievable Nationhood should have caught the attention of the interlocuters.But the interlocutors seem to have opted for a weak blend of all these three ideas by favoring meaningful autonomy without suggesting to the Government of India ways and means for restoring meaningful autonomy. In fact the main political parties, the NC and the PDP,want central laws to be repealed and the state to be brought out of the jurisdiction of the Supreme Court, Election Commission of India and Comptroller and Auditor General of India. They want a state subject to be elected by the state legislature as Governor of the state. They do not want the Governor to be nominated by the President of India. Fortunately or unfortunately the report of the interlocutors is not clear on such matters and issues. This way the interlocutors' report is either vague or silent on Kashmir's external dimensions. One may not feel satisfied with the interlocutors' final report but it would be totally wrong to treat the one-year long efforts of the interlocutors as an exercise in futility. If the interlocutors deserve appreciation it is on the way they have recommended fresh delimitation of the Assembly constituencis, deveolution of political and financial powers at the sub regional level and setting up of regional development councils. This recommendation, if implemented, can address, that too effectively, the internal dimensions of the Kashmir issue. As far as the external dimensions of the Kashmir issue are concerned Pakistan has to be involved
