Cabinet approves amendments in PSA Act | Home, Law deptt to prepare final draft jointly | | Early Times Report Jammu, Oct 19: The cabinet led by Chief Minister Omar Abdullah today approved four major amendments in the Public Safety Act which have been proposed to be incorporated in the Amendment Bill with a view to make the existing Law less harsher. The recommendations pertaining to these amendments have been sought to be first reviewed by the Home Department followed by discussion with the Law Department at high level before preparing a final draft of the amendments. In the cabinet meeting held today under the chairmanship of Chief Minister, even though the amendments have been approved , but sources said it was desired by the government to be reviewed afresh by the Home Department and hold discussion with the Law Department prior to finalising the draft of the amendment bill. The government intends to bring this amendment bill in the Budget session to be held in winter capital. Sources said in the backdrop of criticism government was facing in terms of some provisions of the PSA Act, which were seen as 'draconian' and 'harsh' ,the government finally brought the recommendations which were discussed threadbare in the meeting by the cabinet today. Sources said one of the major recommendation that has been given nod includes that PSA could not be slapped on persons less than 18 years of age. It has also been proposed that the review meetings on reviewing the cases of PSA should be held after a gap of every six months instead of two years at present. Sources further said that one of the recommendation also suggests that PSA slapped in cases other than militancy related , needed to be reviewed after every three months by the concerned authorities which includes higher autorities in Home Department and Police. |
