Is Kayani's threat to US hollow or real ? | | | Whenever the establishment in Islamabad comes under political or military pressure from any country its Army functionaries dish out threat of launching a nuclear attack . This is what was witnessed between 2002 and 2003 when the then Pakistan President,Gen. Pervez Mush-arraf, who also held the post of Army Chief, had cautioned New Delhi against attacking Pakistan. Whether New Delhi had any plan, possibly none,to attack Pakistan Musharaff threatened to launch nuclear offensive. Fortunately that situation did not arise. Neither New Delhi launched an attack on Pakistan nor Islamabad had any reason to use nuclear weapons against India. If Washington and other western countries are motivatting New Delhi and Islamabad for settling bilateral problems through amicable negotiations they are doing it to pr event any nuculear misadventure from engulfing the Indian subcontinent. The US Government is equally worried over the possibilty of nuclear arsenal in Pakistan falling in the hands of terrorists. It is in the context of these apprehensions that Washington has been reminding Islamabad on the need for initiating effective measures for preventing terrosists from gaining control over its nuclear weapons. Since the day Pakistan entered into the nuclear club it has been flaunting its nuclear capabality. This very capabality seeems to have bred arrogance not only to the establishment in Islamabad but to its Army.Possibly out of this arrogance the Pakistan Army Chief, Gen. Ashfaq Parvez Kayani, has told Washington to think 10 times before moving its forces into North Waziristan. He has reminded the Ameericans that Pakistan was a nuclear power and should not be compared with Iraq or Afghanistan. This indicates that Kayani belives that Kabul and Bhagdad caved in before the US forces and Washington's dictation because the two nations were not a nuclear power. What is the US irritation for Kayani ? It is quite simple. Washington wants Islamabad to launch operations against the Haqqani group of terrorists who have been crossing from Waziristan into Afdhanistan for attacking US and NATO forces. The unwillingness on the part of Islamabad to go after Haqqani group of terrorists indicates that the Army in Pakistan is opposed to opening of another front if they launch operations against the Haqqani group of militants. This has caused irritation to Washington which plans to operate against the Haqqani group of terrorists in North Waziristan on its own as it has been doing while launching Drone strikes against militants hiding in the Pak - Afghan border belts. Kayanai has given vent to anger when he conveyed to Washington that Pakistan did not require any military aid.This was conveyed presumably because Islama-bad knows it fully well that Beijing was there to provide military and non-military aid. More importan reason for Kayani's defiant postures is that Pakistan believes that Washington may not act on its own in Pakistan as it did when the US forces launchd neat operation against Osama bin Laden for eliminating him in his hideout in Abbotabad. Islamabad's con-fidencee stems from its 20-year long experience which has led Pakistan to believe that since Washington has to bank on the establishment in Islamabad for its global war against terror it cannot afford to annoy Islamabad. It is in the context of this belief that the US secretary of state, Hillary Clinton, will be in Islamabad shortly to defuse the crisis. Kayani should realise that Washington is not New Delhi. |
