10/22/2011 8:32:30 PM
EARLY TIMES REPORT
Jammu,Oct 22 : Notwithstanding their reservation on the proposed withdrawal of the AFSPA senior Army functionaries, according to official sources, do not want the Act to be withdrawn from more than five districts in Jammu and Kashmir.
Sources said that the Army functionaries favour withdrawal of tthe AFSPA from the districts of Srinagar , Budgam, Jammu, Kathua and Samba.
If the state government insisted on including more areas Ganderbal and Ramban districts could be considered for withdrawal of the AFSPA.
Even the senior police authorities are said to have conveyed their opposition to any plan on withdrawing AFSPA from sensitive areas like Doda, Kishtwar, Bhaderwah, Poonch and Rajouri, Baramullah, Bandipora, Kupwara, Anantnag, Shopian, Pulwama and Kulgam.
Sources said that experts have suggested to the Government to withdraw DAA and AFSPA in a phased manner and if the situation, after removing AFSPA continued to remain peaceful more areas could be given the concession.
The experts have also suggested to the government to go slow with the plan of withdrawing troops from the civilian areas on the plea that the situation has to be monitored before the Army pull out.
The senior Army authorities have also been suggested that if the troops were withdrawn from within the civilian areas they should be deployed in the border areas and kept in the barracks within the state that they could be called in during any emergency or eventuality.
