Land grabbers 'partying' in Samba district, Deputy Commissioner 'unmoved'
Locals approach CM's grievance cell, seek inquiry

Jammu, Oct 23: Deputy Commissioner Samba Mubarak Singh is in a spot of bother as locals have lodged a written complaint with Chief Minister's grievance cell, accusing him of allegedly 'shielding and supporting notorious land grabbers' active across the district.
In a written complaint, copy of which is with Early Times newspaper, locals of villages namely Jatwal, Narah, Patyadi, Katlan, Rediyal Sagal, Sungwali, Mundera and Balooni have alleged that despite knocking at the doors of Deputy Commissioner Samba Mubarak Singh repeatedly, no action has been taken against the incidents of broad daylight land grabbing taking place across the district.
They have alleged that not only private land, land grabbers have raised constructions even over land belonging to Roads and Buildings Department (R&B), Public Health and Engineering (PHE) Department and revenue department. They have said that all this has been happening, mainly because of the indifferent attitude of Deputy Commissioner Samba towards the land grabbers.
Citing an example of broad daylight land grabbing, they have informed the Chief Minister's grievance cell through the letter that Roads and Buildings Department (R&B) constructed a road from Jatwal adda to Naran. Department while taking over the land for construction had paid adequate compensation to the owners, maintains the letter. It asserts that after the road was constructed, certain influential locals with the alleged support of district administration managed to encroach road to Naran village.
Referring to role of district administration, they have alleged that since the constructions were being raised on the road in broad daylight, from police to Deputy Commissioner's office, all knew but none bothered to take action. They have stated that it was this silence of Deputy Commissioner's office, which allowed land gabbers to raise a shopping complex over the land belonging to Roads and Buildings Department (R&B).
These locals have even attached the revenue record of the encroached land and urged Chief Minister Omar Abdullah to order a high level inquiry into open encroachment of state land in Samba district. They have claimed of having repeatedly raised the issue with Deputy Commission Samba Mubarak Singh while adding that no action was taken against the land grabbers.
"Nothing happened, only those complained were harassed and told to remain silent. We are hapless. It is owing to this reason that we have requested Chief Minister Omar Abdullah to order a time bound inquiry," said a local who approached Early Times with copies of both the complaint and revenue record. He added that all professional land grabbers, who are working at the behest of politicians, government officers and mafia should be booked under the Public Safety Act (PSA).
He maintained that Deputy Commissioner Samba preferred to overlook their request and instead of going for a personnel visit, asked Tehsildar Samba to look into the complaint, who in turn forwarded the same of Naib-Tehsildar. "Since then, we have faced all kinds of threats. DC should not have put our lives at risk," added the local who to the fear of physical harm requested not to be named.
He further informed that Patwaris across Samba district openly charge anything above Rs 10,000 for giving 'fard and intkaal' of the land. "DC knows everything but has so far preferred not to act. Government should intervene and get the encroachments removed besides ordering an inquiry," added the local of Samba.
Early Times has received series of complaints from senior citizens and villagers living on Jammu-Kathua and interior Samba roads complaining about large scale encroachments by government officers and politicians in open connivance with the revenue department. Locals allege that instead of getting the land retrieved, Samba administration is worried about structures, mostly commercial raised by encroachers over notified state land.
