Old habits die hard. This is applicable to Pakistani troops deployed on the LOC and the IB in Jammu and Kashmir. The Pak troops, even after the ceasefire agreement of 2003 reached between India and Pakistan, have been deriving pleasure from its intermittent violation of ceasefire. During the last about 10 months Pakistani troops violated this ceasefire on more than 30 occasions. This could be lower than the one recorded last year. During the full 2010 year as many as 44 cases of border ceasefire violations by the Pakistani troops had been reported. When all these border violation incidents are examined one finds that the Pakistani troops have only one main mission of providing fire cover and assistance to groups of militants in crossing into Jammu and Kashmir. At times the exchange of fire has lasted for a period ranging between 10 minutes and one hour. And whenever the Pakistani troops find that the level of militancy related violence and activities in Jammu and Kashmir has gone down they open fire on the Indian pickets for providing a safe passage for the militants.
This has been the man purpose behind Pak firing on the Indian posts in Krishna Ghatti area of Poonch during the late night hours of Friday. The idea to help militants to cross into Jammu and Kashmir has been behind series of border ceasefire violations in the sectors of Kupwara, Gurez, Tangdhar, Karnah,Keranin the Kashmir valley and Poonch, Rajouri, Samba, Arnia, Akhnoor, R.S.Pora sectors in the Jammu region during the last seven years. At times the Pakistani troops open fire on Indian border posts to ascertain whether the Indian forces were on the alert or not. Invariably they have found Indian troops on round the clock alert because each time they immediately retaliate firing opened by Pak forces. Official reports say that during the last 10 months as many as 40 infiltration bids were made and all the attempts by militants at crossing into Jammu and Kashmir have been foiled.
No doubt the border scene in Jammu and Kashmir since the 2003 ceasefire agreement is far better than was witnessed between 1999 and 2002 the intermittent violation of the agreement builds tension and pose a threat to peace. During this period the Pakistani gunners pounded border villages in the entire Jammu sector with mortar and gun fire forcing over 75,000 border villagers to migrate to safer places. The situation is not that bad. In fact the Pakistani troops feel in chains because of the ceasefire agreement and hence they satatiate their frustration by targeting Indian border posts.A tale of old habits die hard. Intermittent ceasefire violations usually force New Delhi to go slow on the need for opening the process of bilateral dialogue and these incidents speak volumes about the weak hold the civilian Government in Islamabad has on the Army .Experience has shown that the real power in Pakistan has remained in the hands of the Army which may make it necessary for India to hold talks with the Pak Army authorities instead of the establishment in Islamabad in the interests of peace in the region. This leaves no other option for Asif Ali Zardari Government to bridle the Army if it wants the ongoing dialogue to resolve various bilateral problems.
