1300 deaths, over 10,000 injuries in road accidents during last 15 Months | Chief Justice to hear PIL today | | Asif Iqbal Malik srinagar, Oct 24: A Public Interest Litigation (PIL) filed by a number of doctors through advocate Rohit Kapoor is fixed for hearing before the Chief Justice of the Jammu and Kashmir High Court on Tuesday (October 25). The PIL seeks effective measures to control the growing number of deaths and injuries from tragic road accidents in Jammu and Kashmir. The PIL says in traffic congestion, Jammu is stated to be World's number two city after Tokyo. The state of J & K is at number two in the country so far as deaths due to accidents are concerned.More than 1300 people have died and over 10,000 been injured in various road accidents in Jammu and Kashmir in the past 15 months. Deaths and injuries due to road accidents are more than those caused due to terrorism in the state. More than 50,000 vehicles are being added to the vehicle population annually in the twin cities of Jammu and Srinagar. When contacted advocate Rohit Gupta said that it is complained in the petition that all the traffic rules are being flouted with impunity. These include polluting vehicles, tinted film glasses, bull bars, over speeding, lack of safety measures on national highways and other roads, pressure horns, overloading of public transport vehicles, plying of vehicles without number/faulty number plates etc. Jammu and Kashmir has seen a phenomenal growth in the number of vehicles in the state without a proportionate increase in the road length and infrastructure. Due to the rapid increase in the number of vehicles without a proportionate increase in the road length and infrastructure, traffic congestion on roads in Jammu and Srinagar has become a routine. As per the information of the petitioners, Jammu has 574 vehicles per kilometer traffic density, while vehicular population in Jammu city stood at 4, 04,400 excluding vehicles belonging to security forces and tourists entering the city. The road length in Jammu city is 702.22 kms. The density of vehicles in Jammu and Kashmir is approximately is 574 vehicles per kilometer". Every tenth bed in the hospital in the world is occupied by an accident victim.. The impact of growing vehicles is not confined to humans only in J & K. Due to the resulting pollution and degradation, Jhelum River is drying up so are the other water bodies like the World famous Dal Lake in Kashmir and Surinsar and Mansar In Jammu. This brazen violation of ecological norms is indefensible and unforgivable. These blessed lakes and marshes which were mainly contributing in maintaining the precious water table of the Valley and a natural drainage system for the extra water, have turned into cesspools and at places into masses of land by encroachers. |
