'Incompetent handling of AFSPA issue, CM unable to overcome traits of arrogance'
Corruption rampant in Cricket council, Wakf board: Mehbooba tells Vohra

SRINAGAR, Oct 27: All the institutions being handled by Abdullahs have come in for adverse notice on account of large scale corruption especially Jammu and Kashmir Cricket Council and Wakf Board, both of which have again been made handmaiden of National Conference (NC) and its favorites.
President of Peoples Democratic Party (PDP) Mehbooba Mufti made these startling revelations during a meeting with Governor N.N.Vohra at Raj Bhawan. Mehooba had gone to Raj Bhawan to greet governor and lady governor on the eve of Diwali. She drew Vohra's attention to the huge withdrawals from account of Jammu and Kashmir Cricket Council headed in the state by Dr. Farooq Abdullah through self drawn cheques.
Mehbooba said that the revelations, though yet to be inquired, had come at a time when youth needed all support to pursue their passion for sports. She maintained that Wakf Board had rolled back welfare measures after the present government stuffed it with NC politicians, favorites and retired officials with doubtful integrity.
Expressing concern at the sudden spurt in violence in Kashmir which has resulted in injuries to many, Mehbooba said that it was fallout of patent mishandling of situation by the government. She added that confusion created by a recent announcement by the Chief Minister about limited withdrawal of disturbed area act had resulted in utter confusion and the price is being paid by ordinary civilians.
She expressed full sympathy with the victims of these grenade and shooting attacks over the past two days describing them as outrightly condemnable. Regretting that superficial and incompetent handling of the issue by Chief Minister Omar Abdullah had led to an atmosphere of confrontation, Mehbooba said it appears that the CM had not done his home work before he rushed to make an announcement about the proposed withdrawal of AFSPA from certain areas.
She said "Things were made worse by usual lack of cohesion among various components of the govt and it seems that a debate is taking place only after the announcement was made by the CM while it should have happened in the reverse sequence." Mehbooba said the NC has emerged once again as a party with forked tongue and is blaming every body else except it self for its faults.
Even the family members Dr Farooq Abdullah, Omar Abdullah and Mustafa Kamal have been speaking in different voices and the party has not been able even to reconcile differences with its alliance partner it seems from the statements made by the coalition partners, she said.
Mehbooba said the present crisis once again highlight the personality deficiencies of the chief minister as he failed to take even his own political partners on board before making a hasty announcement. "It seems the chief minister is unable to overcome his traits of arrogance and as a result is causing problems to the people", she said.
Mehbooba said any move towards revocation of AFSPA should in normal course have brought relief to people but instead the violence had suddenly spurted and various links of govt engaged in a blame game which is hurting further the already paralyzed governance. It seems in place of providing relief to people and introducing an element of relaxation the government has succeeded only in instilling fear among people as a consequence of fresh violence and political infighting, she added.
Mehbooba also brought up the issue of the discontinuation of volunteers in different services by the state government and urged him to intervene in the matter to save their livelihood. Mehbooba informed the governor about continued harassment of youth and inability of the government to withdraw FIRs against most of them which were registered on most flimsy grounds.
She said that these youth are facing bleak career prospects for mere protest against killing of their friends and relatives while not even an FIR was accepted from the family of Haji Yusuf who have openly alleged foul play in his killing and accused high and mighty including the Chief Minister. She said that this policy of dual standards could not be hidden from people who in the process become more and more disillusioned.
She said that special programs like PMs Package and ADB funded projects had failed to keep desired pace and some important features were almost shelved under the present government. She alleged that state component for the centrally sponsored schemes was squandered away through ruling party touts and in most cases had resulted in suspension of disbursements from centre, she said.
Conveying her deep anguish to Governor NN Vohra over the collapsing governance and rampant corruption in the state, Mehbooba informed him about dangers and pitfalls that could reverse completely gains of previous years. Leader of the opposition told the governor how recent events involving the death of an NC worker and exposure of corruption in the Abdullah family had climaxed a three year ordeal of people suffering excesses without achieving a redressal to their problems.
"These events had seriously dented people's faith in governance and institutional accountability as the government had brazenly covered up an incident that in any other part of the country would have evoked a completely different response from state" she told the governor pointing out how this attitude made the people of the state feel different, discriminated and lead to their alienation.
Mehbooba told Vohra Omar Abdullah's unending fight for survival had lead him from one blunder to another and had to compromise his way to stay in power. Not only had this resulted in his government's total disconnect with the people but the uncertainty had also caused a leadership crisis in the government.
"Ministers and officials were groping in the dark for want of a political direction and with zero accountability the unscrupulous among them were making hay while the sun shone and amassed wealth by whatever way they could" Mehbooba said. She added that with the exposure of Omar and Dr Farooq Abdullah's direct involvement in political pay offs, NC leadership had lost moral authority to enforce accountability and this had resulted in unprecedented administrative chaos, development freeze and free for all situation.
Referring to the collapse of institutions under the NC lead coalition, Mehbooba recalled how the ruling alliance had indulged in subversion of the legislature by arranging cross voting of BJP MLAs for a mere Council seat. She told the governor that ruling party had not just undermined the stature of the legislature but had constantly tried to muzzle dissent in and out of it.
