| Bharat Gaurav award for Qarra | | | Jammu , January 5 Minister for Finance, Planning, Law & Parliamentary Affairs, Tariq Hameed Qarra has been conferred the prestigious Bharat Gaurav award by the India International Friendship Society (IIFS). The award will be presented to him by the Union Minister of State for Planning, M V Rajasekharan at a function in New Delhi on January 8. Born in 1955, Qarra is so far the youngest Finance and Planning Minister of the State. He was elected to the Legislative Assembly from the prestigious Batamalloo constituency of Srinagar in October 2004. Earlier, he was nominated as a member of the Legislative Council in February 2003. Qarra did his LLb from the Kashmir University in 1979 and got involved in politics immediately after the completion of his studies. He joined the active politics in 1999 as a founder member of the Peoples Democratic Party (PDP). Recognized for his commitment and organizational skills, he has earned the confidence of the party leadership and is always involved in the crucial decision-making. Qarra got the basic training in politics right from the age of 15 under the guidance of his uncle Late Khawaja Ghulam Mohi-ud-Din Qarra, a veteran political stalwart of the State. Coming up as an ardent politician and able administrator, Qarra made his maiden entry into the State cabinet as the Minister for Housing and Urban Development and Forests in November 2005. Given his capabilities and performance, Qarra, only after 10 months, was entrusted with vital Finance, Planning & Development and Law & Parliamentary Affairs Departments in the council of ministers headed by Ghulam Nabi Azad. As the Finance Minister, Qarra is credited with initiating some innovative measures to set into motion fiscal and administrative reforms, which would go a long way in streamlining the financial management and boost resource mobilization laying the foundations for a strong fiscal system in the State. |
