JAMMU, Oct 29: Streets in winter capital are getting a customary makeover while traffic department has started a process of erecting new road dividers to streamline vehicular movement as the seat of the government is shifting here for six months.
Labourers are at work to repair embankments, potholed roads and pick over weeds from drainage system to give clean look to the city.
The government machinery, after virtual slumber for six months, seems to have woken up as laborers work hard to give roadside railings, footpaths and road dividing lanes a new look.
Traffic department has started to erect steel bar dividers to replace plastic ones in the city to streamline the traffic which would increase many folds especially in the morning and evening hours.
Apart from the streets, ministers’ bungalows and employee quarters at Gandhi Nagar, Wazarat road and other areas are getting face lift for the bi-annual event.
Around 7,000 employees and truckloads of the office records have to undergo the bi-annual move exercise as part of more than a century old practice.
The trend of shifting State secretariat from one state capital to another has been going on in the state since 1872, the era of Maharaja Gulab Singh and devours crores of rupees from state exchequer every year.
State Road Transport Corporation authorities have been directed to make adequate number of good conditioned buses available for the employees moving to Srinagar while it has been asked to make available trucks for carrying official records to the summer capital.
Darbar Move is a part of 138-year-old practice and the government offices including those in the Civil Secretariat, observing five-day week, closed at Srinagar as per the notification issued by General Administration Department, they said, adding state level offices, which observe six-day week, will close on Saturday before shifting to Jammu.
The practice of shifting the capital city from Srinagar to Jammu during winters and vice versa during summers was started by Maharaja Ranbir Singh in 1872 to escape the extreme weather conditions of the twin capital cities.
The practice costs the state exchequer an estimated Rs 20 crore every year for facilitating the movement of the nearly 10,000 employees from Srinagar to Jammu at the onset of winter and back to Srinagar ahead of summer.
As this is the time of Darbar move all the government agencies like Jammu Development Association (JDA) and Jammu Municipal Corporation (JMC) are now busy in maintenance of Jammu city to welcome and provide a neat and clean city to the Ministers and Beaurocrats.
The Darbar moves each year in the month of April or may from Jammu to Srinagar and in November vise-a-versa. The Said govt. authorities maintain the city at the time of arriving of sect rate (Darbar) up to the departure of the Darbar only.
