Let PC & Antony stop differing and dithering | | | Whatever may have been his political compulsions Chief Minister, Omar Abdullah, would have not pressed for lifting of the AFSPA from some areas in Jammu and Kashmir had not there been a sort of confusion within the Congress led UPA Govrnment in the centre. In fact Omar Abdullah had felt encouraged to go ahead with the plan of withdrawing the AFSPA from some areas in the state because of the nod of the Cabinet Committee of Security (CCS) favouring its withdrawal.The CCS decision was taken towards tthe fag end of last year. And Omar was waiting for the right opportunity when he could seek implementation of his demand from the centre.And the right opportunity, as Omar believes, came when he and his Government felt elated over a peaceful summer which was totally in contrast with the last year's summer when the valley was rocked by unprecedented protest rallies and violence in which 120 people were killed in police firing.The Chief Minister believed,rightly or wrongly, that the incident free bumper tourist season and the annual Amarnath pilgrimage during the summer that has recently ended call for carrying out an exercise on lifting of the AFSPA from some area in the state. Later it became clear that the man who had kept the issue of withdrawal of the AFSPA from the state on he CCS agenda was none other than the Union Home Minister, P. Chidambaram. But it is not yet clear why the Defence Minister, A.K. Antony, who had supported Chidambaram's plan in the meeting of the CCS, has now been opposing it?It is a mystery when the political and security scenario in Jammu and Kashmir has not assumed any alarming dimnsions during the last one year. Well reports say that Antony changed his stance on the issue on he basis of the Army Chief, Gen.V.K. Singh's briefing. According to these reports,the Army Chief,based his assessment of the situation on the reports he has received from the Corps commanders and the Army commander posted in Jammu and Kashmir.Hence Antony did not want to oppose the Army Chief's opinion because he fully knew that it was the Army that has to take care of militants and their plans on carrying out subversive activities. If the Prime Minister,Manmohan Singh,has not been in a position to evolve a consensus among members of the CCS,especially between the Union Home Minister and the Defence Minister he seems to be a prisoner of coalition dharma.But this dharma should not have stretched to such lengths as could place the Army and the CRPF and the Home Minister and the Defence Minister on the two opposing ends of the tunnel.While the senior Army functionaries,posted in Jammu and Kashmir and at the Army headquarters in New Delhi,continue to oppose lifting of the AFSPA from witin the state top officials of the CRPF have supporrted Omar's demand.The CRPF Direcror General, K.Vijay Kumar, is on record to have said that the security situation in Jammu and Kashmir had improved to a large extent despite some grenade attacks and his men did not have a problem operating without the Acts protective shield. The CRPF has 70 battalions in Jammu and Kashmir indicating that its men are playing a vital role in maintainig law and order and its plea in favour of withdraal of AFSPA from some districts of the state could cause unnecessary misgivings between the paramilitary forces and the Army. Possibly the CRPF DG could have not afforded to take a stand on the issue that would run counter to the one taken by the Union Home Minister. Hence there is need for better coordination among the ministerial colleagues of Manmohan Singh so that there was no room for dither and confusion while deciding on some vital issue related to the security of the state. |
