According to the new amendments, the detention period of suspects has been reduced from one year to three months in cases of disturbing public order. Those arrested for security reasons can be detained up to a maximum period of six months against the present provision of two years without trial.

The announcement of Chief Minister Omar Abdullah that the Armed Forces Special Powers Act (AFSPA) and the Disturbed Areas Act (DAA) will be revoked from some areas of Jammu and Kashmir soon was in accordance with the September 25, 2010 decision of the Cabinet Committee on Security (CCS). The CCS, headed by Prime Minister Manmohan Singh, had last year taken eight decisions including appointment of a group of interlocutors to begin the process of a sustained dialogue with all sections of the people of Jammu and Kashmir. While on the other hand the revocation of AFSPA has been put on hold till November10-the first days of opening of move offices in Jammu" The chief minister is likely to make the final announcement on the same day. The home department in consultation with MHA and Ministry of Defence MoD will prepare a memo to be presented in the next cabinet meeting to be held at Jammu on 10 th of November.
