New rallying point for displaced Kashmiri Hindus | Corruption in Jagati | | Early Times Report Jammu, Oct 30: The government's inaction which to some appears connivance, is gradually becoming a rallying-point for the internally displaced Kashmiri Hindus in Jammu. The general talk in the camps is that the "state government is using the offices of Relief Organisation to mint not only money for the corrupt sections of the ruling political class but also feed a proxy leadership among Kashmiri Hindus for a very sinister political objective of garnering support for separatist politics". This impression seems more than an apprehension. Looking at the handling of issues faced by the displaced Kashmiri Hindus during the present regime it is not without foundation to infer that the ruling NC as well as PDP have been working very hard to "promote Hindu faces who would go against the general and overwhelming opinion in the community on various political issues of national and international import". Anybody who has watched the politics and struggle of Kashmiri Hindus in their exiled state will agree that sudden appearance of social and political novices who have suddenly been catapulted as official spokesmen of the PDP is a deliberate act to present Kashmiri Hindu faces as supporting the greater autonomy or semi independence positions and also counter the dominant opinion in the community. Both the persons have not ever been acknowledged for any social work, not to speak of any political activity even at a Mohalla level. The "coterie of gentlemen" masquerading as the members of apex committee are seen as the "props of the state government and generally recognised for their backroom and under the desk dealings". With the emergence of the corruption issues and the "gross mismanagement in the affairs" of the highly publicised township at Jagati the general talk in the politically conscious sections of displaced Kashmiri Hindus is that the "state government is using allurement to sow the seeds of disarray amongst Kashmiri Hindus and sustain a fifth column leadership to help in giving some secular credibility to the communal and sectarian politics in the state". Panun Kashmir seems to have felt the right pulse beating in the community and intervened in a big way to highlight the corruption and mismanagement issues particularly in Jagati. As if calibrating its gradual stiffening of the stance on the issue Panun Kahsmir once again asked the state government to intervene and set the matters right in the Jagati camp. Dr Ajay Chrungoo, who was flanked by representatives from the Jagati camp, appealed to the concerned Minister, who belongs to Congress party, to see the "seriousness of situation and set the issues right". He was, however, more forthright this time in clearly stating that the "reinstatement of the former relief commissioner would clearly mean that the state government is openly endorsing corrupt activities as general people living in the camps hold him squarely responsible for the corruption and mismanagement in the camps". Dr Ajay was also very candid in demanding the "total overhaul of the relief organisatin" because as per him "select group of employees have been posted in the relief oraganisation for decades without transfers and this has led to the flourishing of corruption cartels in the organization". To the surprise of everybody, Dr Ajay still appeared to give some margin to the Cabinet Minister in-charge of relief and rehabilitation matters. The position seems to be a calibrated one because Panun Kashmir leaders are sure that the "whole policy on return or rehabilitation is being crafted by NC echelons in consultation with their supports in New Delhi". Insiders in Panun Kashmir say that the "Minister in-charge is not intellectually equipped to fathom the sensitivity of the policy decisions which he has been made to adopt by the top echelons of NC as well as a section of Central leadership". "We are dealing with the worse form of denial of genocide which is a crime against humanity and the Minister in-charge must not have even heard the term Denial of Genocide. He must not have even ever been briefed about the rights of internally displaced persons. His crime is that he is grossly ignorant about the issues involved and thinks that he is doing something really revolutionary". While appealing to the state government to address the issues of mismanagement in the affairs of Jagati, Panun Kashmir leader said," the ration supply, the electric and water supply, the transport facilities continue to be poor and inadequate in the camps. In fact, they seem to have deteriorated since the issue was brought to the fore two months back by the Pnaun Kahsmir." PK leaders attribute it to the "revengeful attitude of the corruption lobby" in the relief organisation. PK leader said "even after six months there is no cremation facility in the camp, two ambulances available are lying idle and are not being kept at the disposal of camp dwellers for medical emergencies, equipments like X ray machines cannot be installed because the dispensary structures cannot withstand them, schools have no subject-wise teachers, no chowkidar and very poor bathroom facilities." However one thing which is agitating the inmates in the camps is the "intimidation and threats they are receiving from the employees of the relief organization". "The old relief commissioner is soon joining back and then we will take care of you," say the vocal activists from Jagati. Pnaun Kashmir is in the meantime concentrating in collecting case studies of intimidation and harassment by visiting door to door in Jagati as per the PK leader. He said," we have a situation of gross human rights violation in the camps where freedom of expression is being stifled by the government by threatening them to stop their relief by issuing re-verification orders. If this is the situation here what must be the state of affairs in transition camps in Kashmir valley for the returnee newly selected employees," said Dr ajay Chrungoo. Seeing the mood in the Camps, it seems the camps are gearing for a phase of resistance in the form of protests, agitations and seeking the help of human rights bodies across the country. |
