Rotational Chief Ministership, AFSPA lifting put in cold store
11/1/2011 9:26:45 PM
EARLY TIMES REPORT
JAMMU, Nov 1:For the time being, two burning issues in Jammu and Kashmir have been placed in the cold store to prevent the state from witnessing any major political and constitutional crisis.
Knowledgeable circles in the Congress today disclosed that under an unwritten understanding leaders of the state unit of the Congress will not rake up the issue of reintroducing rotational chief minister-ship practice and Chief Minister, Omar Abdullah, or any other leader belonging to the National Conference my suspend their demand for the withdrawal of the AFSPA from those areas where militancy related activities have declined.
These circles said that the controversy over the revocation of the AFSPA from some areas in the state coupled with Congress demand for rotational chief minister-ship had triggered a flued political situation which if left un-tackled could have been exploited by the separatists to their advantage. It is in this context that the Congress spokesman in New Delhi made it clear that he Congress high command had no plan on reintroducing rotational chief minister-ship.
He went to the extent of conveying to those party leaders in Jammu and Kashmir who were voicing full support to the demand for change in the guard that Omar Abdullah will be allowed to complete the six-year term for which the Congress had made a commitment in 2009 when Omar was sworn in as chief Minister.
Reports said that the Congress high command announced its support to Omar only after the Chief Minister promised that he will not only consult the Congress whenever any new policy was to be framed but also discuss the issues with the Congress that shares power with the National Conference.
Reports said that while trying to work out a truce between the state unit of the Congress and the NC the Congress high command has decided to narrow down the wedge that exists between the two factions in the state unit of the Congress, one led by Saif-ud-Din Soz, and the other by Ghulam Nabi Azad.
Supporters of Soz have conveyed to the Congress high command that so long the congress was plagued by factionalism in Jammu and Kashmir NC leadership, particularly Chief Minister; Omar Abdullah will continue to take the coalition partner for a ride.
