TSO under scanner enjoyed political patronage for years | Ration fraud in Samba | | Early Times Report Jammu, Nov 2:Even as State Government repeatedly claims clean and corruption free administration viz a viz not to extend any undue favour whatsoever to any individual employee, alleged political patronage enjoyed by some officials completely negates that assertion and intention of the government. The surfacing of misappropriation of food grains worth Rs 8.55 lakh meant for supply to the families living Below Poverty Line (BPL) in Samba district could also be attributed to the alleged political patronage being enjoyed by the Tehsil Supply Officer (TSO) of Consumer Affairs and Public Distribution (CAPD) department. According to sources, the TSO Vijaypur, Jagdish Singh Jamwal, who is under Vigilance scanner for his role in the misappropriation of food grains, allegedly is a close confidante of the senior cabinet minister of the State. The extent of Jamwal's political backing could be gauged from the fact that the 'blue eyed' TSO is either remained posted in Samba or Vijaypur for the last ten years or so, the sources added. During his posting at Samba, Jamwal earlier remained CAPD storekeeper there followed by his promotion as TSO while later on he managed to get himself posted as TSO, Vijaypur with the 'support and blessings' of his 'master', sources said. "Nobody dared to transfer Jamwal for about ten years from Samba and Vijaypur as he was the loyal man of the cabinet minister," a Kerosene Oil dealer seeking anonymity told Early Times. "The Vigilance raids in connection with Rs 8.55 lakh worth scam committed by Jamwal during his posting as CAPD storekeeper-cum-Incharge TSO Samba are just the tip of iceberg of his wrong doings… As TSO, Vijaypur his role in allocation of Kerosene oil to dealers also needs to be probed thoroughly," he added. The dealer further alleged that TSO Jamwal used to issue Kerosene oil to only those traders who would offer bribes to him. "The TSO would quite often not release the quota of Kerosene oil to dealers until and unless he gets cash or kind in return which would lead to a scarcity of the essential commodity in the markets….. With his political backing, Jamwal would behave like a VIP and deals arrogantly with one and all…. He has also amassed property worth crores in short period of time," he alleged. It is worthwhile to mention here that the teams of Jammu wing of State Vigilance Organisation (SVO) yesterday conducted simultaneous raids at two houses of TSO Vijaypur, Jagdish Singh Jamwal in Vijaypur and another house of his brother Raj Singh at Kartholi, Bari Brahmana. The raids, which continued till late last night, were in search of some documents in connection with Rs 8.55 lakh worth scam committed by Jamwal during his posting as CAPD storekeeper-cum-Incharge TSO Samba. A FIR No. 24/2011 has been registered by the Vigilance Organisation Jammu against the TSO. The accused would be called for questioning and arrested, if required, the sources said. According to investigations conducted by the Vigilance Organisation so far, Jamwal during his posting as CAPD storekeeper in Samba, Incharge TSO had disposed of 1465 quintals of food grains in the open market, which were meant for supply to the families living Below Poverty Line (BPL). Sources added that the Vigilance Organisation had developed inputs that the TSO was running a transport company and owned video coach buses plying on different names after committing the scam of BPL ration.
