DGP, 4 IGPs to retire in 6 months | DGP already faces a case in court, inquiry in a criminal case likely against one of 4 IGPs | | Early Times Report JAMMU, Nov 3: As director general of J&K police (DGP) Kuldeep Khoda and his four junior colleagues, all IGPs, retire from their services within six months, a probe may be initiated against one of the latter in a criminal case. Police sources said Khoda was to attain superannuation in May next year. As a case was already filed against him in the court for his alleged involvement in a fake encounter in Doda, it was now almost sure that he would not be re-employed by the Omar-led government. The four IGPs, who were to retire in the next few months, included PTA director Ashok Gupta, Farooq (railways), Amin Shah (police housing corporation) and Zahoor Ahmad Chisti (vigilance). An inquiry in a criminal case could be initiated against one of these IGPs after his retirement, the sources added. Rumours were also rife that the DGP could be removed from his post after the petition against him was filed in the court by the families of the victims of a 1996 encounter, alleged to be fake. It was alleged that a report had indicted Khoda, the DIG of Doda-Udhampur at the time, in the case. The court had termed the charge a "serious matter". The opposition and civil society members were said to be exerting pressure on the government to remove Khoda from the post for a smooth trial of the case. Fazal Hussain Dar, Muhammad Hussain, Fareed Ahmad and Talib Hussain were alleged to have been picked up by police and a surrendered militant in January 1996. While Talib had managed to escape, the bodies of other three were recovered from Chenab river. Fazal's wife Nazira Begam approached NHRC in 1996, alleging conspiracy by senior police officers. The NHRC had summoned the then J&K DGP and the IGP of Jammu province and ordered an investigation. The DGP, in turn, had asked crime branch to probe into the matter. Police had later arrested the surrendered militant. The crime branch completed its probe and prepared its report which was submitted to the then DGP. The surrendered militant was released by the court in November 1999. Nazira favoured a fair investigation into the case to book the real culprits. |
