| Harshdev for equitable distribution of Assembly seats | | JKNPP to agitate on implementation of CMP, oppose Roshni scheme; Bhim | | JAMMU JAN-06 Jammu and Kashmir National Panthers Party today declared to play the role of constructive partners of the government in the state legislature commencing here from Monday and that the party would actively agitate for the immediate implementation of the Common Minimum Program reached between the coalition partners before forming the government in Jammu and Kashmir. Prof Bhim Singh Chairman JKNPP and former minister and senior party leader Harsdev Singh declared this at a joint coference here today. The JKNNP leaders said that the party emphasis would be on the constitution of Delimitation Commission so as to end the 58- year old political discrimination against the people of Jammu and seek equitable number of Assembly seats for Jammu and Srinagar regions Reiterating the party’s commitment to oppose ‘Roshni’ Scheme, the JKNPP leaders said that the party would fight for the implementation of the Apex Court’s order to provide relief to Jammu and border migrants and would forcefully raise the issue relating to filling of all vacant posts in the government departments including appointment of physical education teachers and agriculture technocrats. Harshdev also released a copy of the Bill proposed to be mooted in the State legislature seeking equal number of seats for Jammu and Kashmir regions. He said that in his constitution amendment bill he has sought the enhancement of Assembly seats from the present 111 to 140 with 52 seats each for Kashmir and Jammu, six seats for Ladakh and 30 seats for PoK. He said out of 30 proposed seats for PoK, eight seats should be allotted to the displaced persons, refugees of PoK domiciled in this part of the state under the sovereignty and suzerainty of India. The eight seats, out of 30, so allotted to the said displaced persons should be filled through elections and remaining 22 seats be left reserved till the vacation of PoK aggression of the said occupied territories. Out rightly rejecting the formula proposed by the government in yesterdays’ meeting suggesting increase in all the regions of the state by 25 percent and fixation of Assembly seats at 149, Harshdev Singh described the formula as highly discriminatory as under this formula, the Jammu would 46 seats, 58 to Kashmir, five seats to Ladakh and 30 to PoK adding this formula would further widen the gulf of discrimination against Jammu region and would be highly unjust and unfair. Making out a strong case for enhanced number of seats for Jammu region, Singh said that the criteria for allocation of seats was laid down in the Representation of Peoples Act, which provides delimitation of constituencies based on population, electorate, geographical compactness, nature of terrain, facilities for communication and other social and development factors. ‘Jammu region with higher number of electorates and geographical area, almost twice that of Kashmir and coupled with other factors, the Jammu region was entitled to a higher number of seats amongst the two regions, he said adding that for rectification of the political imbalance, the provision of equal number of seats among the two regions was the only way out to put to end to the age-old discrimination being doled out to Jammu region.
