| As quality police probes become "scarce", Poonch-conference deals with issue in detail | | | Bharat Bhushan JAMMU, Nov 4: As quality investigation into cases registered at police stations become much less than is needed, a one-day conference held today in Poonch dealt with the issue in detail and focussed on identifying many challenges, which police come across while probing cases, and establishing how best to confront them. The role of police in identifying biases and promoting attitudinal changes was also discussed. The conference, held at Poonch DPL, was attended by principal district and sessions judge Kishore Kumar, CJM Riaz-Ul-Haq Mirza, SSP Ashkoor Wani, prosecuting officers and all investigating officers of Poonch. The participants desired for a closer coordination with civil society organisations. Their positive feedback indicated a strong desire to go well beyond the conference itself with concrete endeavours. The conference also discussed to promote men and women's authentic access to justice and their full participation in the justice system. It was felt that since the road to "quality" investigation was long, tough and rocky, such efforts often stayed where they began, isolated from those who could benefit from them. In his address, Wani touched various issues affecting the quality of investigation and briefed the participants about the steps needed to improve it. He also briefed them about the police action required in case of non-cognizable complaints. He asked the investigating officers "to improve response time in all the situations, requiring police action, and follow cases in courts so that criminals are booked." The principal district and sessions judge and the CJM said the "Administration of Justice" was the core issue which started as soon as the complaint was received by the police. They spoke at length about the practical approach to be adopted to investigate a case. The conference was followed by an interactive session which was also attended by MLA Ajaz Jan and DIG (Rajouri-Poonch) Vijay Kumar. |
