| Political observers, opinion makers, bureaucrats call it revival of 'Begar' system | | 'New Recruitment Policy' of J&K govt unique....? | | Syed Junaid Hashmi JAMMU, Nov 4: Unconcerned about the public outcry across Jammu region over new recruitment policy, one of the Political Advisors of Chief Minister Omar Abdullah today issued a statement terming the new recruitment plan prepared by innovative Babus as 'Unique'. Though he has issued a politically loaded press note but Mubarak Gul has earned the 'unique' distinction of being the first person to obliquely appreciate this new policy, for which 'Babus' have coined the term 'Stipendry mode of Appointments'. Gul has skipped making a mention of this new recruitment policy and instead, talked about government's efforts in facilitating youth to get employment in reputed private companies and institutions within as well as outside the country. He has also talked about another unique policy, known widely among relatives, friends, close confidents, political workers and kins of former NC loyalists, as Sher-e-Kashmir Employment and Welfare Programme for Youth (SKEWPY). Calling it historic, Gul has asked youth to come forward and get benefit of these employment schemes. It appears that either Gul has not been briefed properly or that he has issued a statement without ascertaining the facts on ground. Stating that Jammu and Kashmir is Known across the country for fudging figures and exaggerating details, political observers maintain that too much reliance onBabus has led a democratically elected government to announce policies which have neither any financial justification nor have been accepted by the society for which they are meant. They maintain that "only dictators can come up with such policies." They added that 'Youth have been left with no option but to leave their classrooms and protest against this, what would be virtually 'Begaar'. Thousands of Judgments can be cited wherein it has been stated that Pay should be commensurate to work done, assert these observers. They disclosed that a good number of Babus are presently enjoying status of IAS officer, just on the strength of High Court and Supreme Court judgments. "They also joined the services through SSRB, remained close to seat of power, managed their APRs, went to the courts with the plea of 'Equal Work, Equal Pay' , got the desired judgments and have not come up with a policy which has no basis in a state like Jammu and Kashmir," said an opinion maker. He maintained that Chief Minister is being advised to ruin the state in toto. "Your aim seems to discourage youth from seeking government services. But where is the booming private sector in Jammu and Kashmir. Where are salaries commensurate to work being done youngsters in private enterprises or who is regulating private sector. Creators of this policy have never bothered to take a look at the pathetic condition of those associated with Private Sector in Jammu and Kashmir," added an IAS officer who pleaded anonymity. He stressed that according to so-called 'new unique employment policy' drafted and approved by the government overnight, fresh recruits would get 50 per cent of the basic pay for first two years of their services, which would be subsequently raised to 75 percent for next three years. "After completion of five years of services, the fresh recruits would get 100 per cent basic pay. This is like going back to the British era, where salary was paid as per the choice of man in command," asserted the officer. Referring to expansion of education sector, another senior IAS officer from Kashmir valley said that how can you do this with youngsters who would get appointed through SSRB and other similar recruiting agencies when you know they are as qualified as those who make it to IAS, IPS, KAS, KPS and KJS. "You go and ask fresh IAS, IPS, KAS, KPS and KJS recruits to accept 50 percent salary for three years and then 75 percent for next two years, that too without allowances. I am sure, 99 percent Babus would go on hunger strike and even approach union government," claimed the officer. He explained that 90 percent of the work in offices is done by those recruited through SSRB. "It is they who run the show. Babus and Mantris are simply directors. But they would get their due from the day they join the services whereas these poor fellows (SSRB recruits) will have toil for five long years especially in this 21st century. Government should correct the wrong immediately. Otherwise, the frustrated youth would give these political bosses a befitting reply in the elections which are coming closer with each passing day," maintained another retired IAS officer.
