| J&K State Judicial Academy organizes orientation programme | | |  EARLY TIMES REPORT
JAMMU, Nov 5:J&K State Judicial Academy today organized an orientation programme on topic “ Duties and Functions of Drawing and Disbursing Officers” at High Court Complex, Jammu for Munsiffs and Sub-Judges of Jammu and Samba Districts.
Lochan Dass, Deputy Director, Audit and Inspection, Finance Department, was the resource person for the programme.
In his interaction with Judges, Dass explained financial management principles and different provisions of Financial Code and duties imposed on them as drawing and disbursing officers to properly maintain the record. He impressed on them that they ought to be sufficiently familiar with financial and account rules to keep an adequate check over clerks or accountant in the office under their control and any laxity on their part gives a chance to delinquent subordinate staff to embezzle or pilfer the money. It entails their personal liability as well, being controlling officer. They should frequently check the accounts.
He dealt, at length, on case studies to lucidly explain how different techniques were adopted by culprits to embezzle the money and also discussed preventive measures, in this regard.
Suresh Kumar Sharma, Director of State Judicial Academy stressed upon the Judicial Officers the importance of being well conversant with provisions of Financial Code to exercise proper and effective control over the staff, effectively manage the office and exercise requisite financial discipline. Sh. Anoop Sharma, Munsiff presented vote of thanks.
