JKNPP calls new recruitment policy ‘mischievous, illegal, unconstitutional, whimsical’ | | | EARLY TIMES REPORT JAMMU, Nov 5: Jammu and Kashmir National Panthers Party (JKNPP) today organized a massive demonstration outside Raj Bhawan in protest against the new recruitment policy announced by the govt. providing for fixed salary mode for the first five years of government service. The demonstration was joined by Harsh Dev Singh MLA, Balwant Singh Mankotia MLA, Yash Paul Kundal MLA besides several senior leaders and hundreds of Party activists. Addressing gathering on the occasion, Harshdev Singh lambasted the government for highly mischievous, illegal, unconstitutional and whimsical recruitment policy that is aimed at depriving the new appointees from their just and legitimate rights and constitutional guarantees. He said that the proposed policy was violative of the concept of ‘Equal pay for equal work’ as the new appointees after the cut off date of Nov. 2011 would be paid only a part of their actual salary for the first five years. He said such appointees were proposed to be subjected to the most hostile discrimination as against all candidates appointed prior to November 2011. He further alleged violation of “minimum wages Act” as the minimum wages proposed under the new recruitment policy amounted to Rs. 3170 for all ministerial jobs in the state. Touching upon another legal aspect, Harsh Dev Singh said that the govt. had issued a mere administrative order for the purpose of new recruitment policy which was wholly incorrect and legally defective. He said that it was settled by the Supreme Court that a government order cannot override the statutory rules. He said that govt., in its desperation, was trying to repeal legislation by mere issuance of a govt. order which was legally incorrect. He further announced the decision of JKNPP to fight for the cause of youth from streets to Supreme Court so as to ensure justice to the agitating youth. Balwant Singh Mankotia MLA and State President castigated the govt. for playing with the sentiments of educated unemployed youth. He said that govt. had made tall claims of absorption of all unemployed youth including middle pass candidates but when it came to implementation part, it withdrew from its earlier stand. Others who spoke on the occasion included Yash paul Kundal MLA; Anita Thakur ; Daljit Singh ; R.S Balloria; Rajesh Padgotra; Abhinav Anand, Pushbinder Singh; Shankar Singh besides others
