POLICING: REINVENTING MODE OF BUILDING POLICE –PUBLIC TRUST

Public trust is essential for the smooth police functioning. Public expectation remains always high and any erosion of their faith always brings back wrath to the whole Police institution. Any single act by any particular individual tarnishes the image of all those who have donned the uniform. Astonishingly even a simple Police deviance is recognisable and visible. So to afford little window to escape of the critics is always out of question for a policeman. But what upsets is that it is the same society who feeds the institution his individuals to run the show and enforce the law of the land for the healthy growth and development of state and society and ushering of peace in the social milieu by overpowering the criminal elements .But what is agonising the most is that the same society instead of affording them respect, love and affection behaves otherwise by casting doubt on their integrity and professionalism. This gap needs to be bridged for evolving strong relations between the public and the law enforcing agencies by letting each other know about the limitations, especially under which Police has to function to ensure the sanctity of the constitutional privileges and equally let the Public be made aware of their rights and duties they are bound to perform. But candidly sad to admit, still every other day there is reported incidents that attract flak and derision from society, undoing all the hard work done by the large chunk of competent officers.
Strict enforcing of discipline and strong supervision has not proved enough to check the growth of unethical practices in the police, because a serious role conflicts always exists in one form or the other particularly between the ideals of crime control and ideals of policing. As earlier stated, public pins hope of quick achievement of the desired targets like punishments to the offenders but ironically it is out of the context of the policeman owing to his dependence upon the criminal justice system which is a tardy and lingering process due to numbers of factors involved in the process. Delaying process not only breeds corruption but also adversely affects the law and order which does not credit the effective police functioning. Apart the yawning gap of trust between the Public and police has led to poorer extraction of the information becoming a cause of inferior in detective ability. And the over stress on the part of police leaves no scientific clue/option except resorting to old traditional and aged old pre1861 tyrannical means of using third degree method of catching the culprit. And to save oneself of the expected maltreatment at the hands of the police, process of appeasement in the form of greasing the palm of the Thanedaar/Investigation officers begins .In those cases where there is strong supervision without holding any personal interests or monetary benefits, some sort of justice prevails but that are few exceptions while in most of cases ,people due to fear and extra judicial /police custodial pressure ,people succumb to police coercion and in those cases the outcomes are quite shameful beyond discussion. Many a times it has been observed as well that people against the will of a sincere police officer starts casting doubt upon the integrity of the individual handling the case ill ignoring the nature and severity of the charges involved in the complaint and over expects to have an undue favour, which is generally beyond the limits of the Police officer to bend, with the result that public owing to lack of reposition of faith goes for illegitimate means to settle the score. Thus until a congenial atmosphere prevails, corruption is bound to stay and flourish. The unholy practices of false fabrication of evidences for charging the cases in the court of law to meet the unlikely fate will perpetuate without any check at all. In order to overcome this malaise,there is required a holistic approach for developing an integrity framework that considers and covers three necessary aspects i.e, social milieu, the organisational structure and above all personal characteristics ,values and behavioural changes .The image of the police can change if monitoring and control over the conduct of the police officers and officials are been regularly observed and instruction kept on passing through circulars and equally percolate down the lane standing even up to the last one in the row or column .The standardisation of key services and methods can help adherence to policies ,practices and behaviour that reflects the core values .A strong forum must be set up for the police at the national level to advice and guide on complex ethical dilemmas and to spread best practices in this area to the states so that healthy rapport must evolve between the police and the public and sustain as well. Since the administrative functioning of the police is pyramidical in nature and so is the application of laws upon the public through enforcement vests mostly with the lower and middle rung officials up to the Non Gazzette cadre people .And it is here where the image of the police is either built or tarnished. Basically it is the poorer mindset of every individual to not be labelled or castigated despite committed the mistake knowingly or unknowingly and the harsh treatment of the enforcing agent to enforce the legitimate action irks a lot. So the behavioural action added with the ethical values work the wonders .It is why a need has been felt to transform the police department from a micro managed high control autocratic environment to a place of high involvement empowerment and rapid response to the public. This all could be dreamt only if within the organisation there is rich amount of, openness ,justice and accountability. When a police official will get justice at the august hands of one’s senior only then he can be expected to deliver justice outside in the society but so far it is a distant reality. Promotions play a key role in motivating the officials and officers to exert more but it has been seen that Promotion policy unlike the Central Para Military Forces and Army are not in good stead as far as Police department is concerned and stagnancy too has affected the morale of the police officers/ officials especially up to the NGO level. Emphasis on this part of promotional policy asks for urgent redressal. In addition posting of the officers /officials keeping in view their mental aptitude ,stamina ,physical strength ,creative look , genius vision and pragmatic mode of thinking blended with flexibility and rigidity to fit the various scheme of things and situations to coop up the demanding public pressure should be posted . But very sadly this is not done so .Only appeasement policy and favouritism is given the recommendation at the cost of public needs. In other parts of civilised and developing nations like Singapore. Canada ,Australia ,U.K, U.S.A. ,Hong Kong and Dutch, every police officer is imbibed with the ethical values so that they could translate it in the real terms in the real life .They have set up different institutions with in their organisational structural set up to keep monitoring the working and observe the behavioural approach of the people enforcing the laws . They aim not to curtail the corrupt malpractices but equally to address the issues of integrity ,Values ,beliefs and ethics
