AFSPA likely to be lifted from four districts | | | EARLY TIMES REPORT JAMMU, Nov 7:Indications are that the controversial AFSPA may be withdrawn from four to five districts in Jammu and Kashmir and the stage for this exercise is going to be set during the United Command meeting on Wednesday. Official sources said that the top Army functionaries, who had been opposed to withdrawal of AFSPA from some areas, feel convinced after Chief Minister, Omar Abdullah, made a commitment that the AFSPA would be enforced again if the situation demanded. Sources said that it is in the context of this development that the Army Chief, General V K Singh, visited the state to have an on the spot assessment of the security scenario in the state. Though senior Army functionaries, including the corps commanders, were not yet prepared to favour withdrawal of the AFSPA but they are said to have relented after they were told that since the state Government will be ready to reimpose the AFSPA whenever it was required. But the Army functionaries are still opposed to lifting of the AFSPA from the rural areas of those districts which were to be freed from the AFSPA cover. They, sources said, want that AFSPA could be lifted from the urban areas of the districts of Srinagar, Budgam, Jammu and Kathua or Samba. Sources said that neither the centre nor the Army are in favour of conceding the demand of the National Conference leader and spokesman, Sheikh Mustafa Kamaal, that AFSPA be lifted from the entire state. They said that since militants continue to be active in various areas of the valley besides the districts of Doda, Kishtwar, Bhaderwah, Poonch and Rajouri it would be difficult for the troops to carry out operations against them in the absence of the AFSPA. Besides this the troops need a legal cover while dealing with infiltrators in the border belts of the state when reports suggest that about 800 militants have been brought on the launching pads across various sectors on the LOC for the purpose of infiltrating into Jammu and Kashmir. Official sources said that neither the security forces nor the Government can lower the guard and once any complacency was shown militants could intensity their subversive activities.
