If needed congress can ditch Omar Abdullah ? | | | Even after a summer of peace in contrast to the last year's summer of unrest and civilian strife Jammu and Kashmir, unexpectedly, has been gripped by political uncertanity. Though the state is yet to witness or face any political or constitutional crisis the events that have taken place in Jammu an Kashmir during the last couple of months have the potential of destabilising peace.Once the peaceful atmosphere is slightly disturbed the state loses the euphoria over bumper tourist traffic to the valley and the incident free Amarnath yatra.In fact nothing serious is on stake which could have forced the main political characters in the state to indulge in leg pulling and breast beating.It all started with the debate on the relevance and requirement of Armeed Forces Special Powers Act (AFSPA) that is in force in the state since 1990.In reality Chief Minister,Omar Abdullah,has been in favour of revoking the AFSPA from those areas where the level of militancy related activities and violence has declined for the last about two years.He had to keep his plan under the carpet when the valley was rocked by unprecedented civilian strife in which 120 people were killed in police firing. Omar reraised his demand after he was elated over the incident free Amarnath yatra and bumper tourist traffic during the current year.His motive was clear.He wanted to blunt the PDP's campaign in favour of repeal of AFSPA and withdrawal of troops from within the civilian areas.It is after the incident free summer that Omar started toying with the idea of withdrawing AFSPA from some areas.When he was seen insistent on implementing his desire voices criticising his plan were heard from various corners of the state and outside Jammu and Kashmir.It brought the Congress,which shares power with the National Conference in conflict with its partner.In order to force Omar Abdullah to be on the defensive the leaders of the state unit of the Congress raised its demand for reintroducing rotational chief ministership.While the Congress and the NC leaders were engaged in war of words the NC spokesman,Sheikh Mustafa Kamaal,gave a new twist to the growing confrontation between the Congress and the National Conference when he blamed Army for the grenade explosions in Srinagar on October 25 in which four security personnel were injured.In support of his allegations he said the Army was behind the grenade blasts because it was against revocation of the AFSPA. Mustafa's utterances drew countrywide condemnation,the biggest and most sarcastic comment had come from the Army Chief,Gen.V.K.Singh and the Corps commander in Srinagar.New Delhi in general and the Congress high command in particular were disturbed over the turn of events,especially over Mustafa's statements.New Delhi was not prepared for any political crisis to surface in Jammu and Kashmir where the security forces had been able to improve the scurity environment.And for this continuation of the present political arrangement was necessary.If one asks seasoned political analysts to identify individuals responsible for the current disturbing trends they name Omar Abdullah and his kitchen cabinet. They do blame him for trying to experiment with those ideas which could help him and his National Conference to regain the ground it had lost to the PDP during the last three years.They see a marked change in the style of functioning of Omar when he was minister of state in the union council of ministers headed by Atal Behari Vajpaee and as Chief Minister.Inside reports say Omar's popularity graph started witnessing a downward curve from the day he started ignoring his father,Farooq Abdullah who had tried to assist him in weathering political storms. If Omar thinks that he has become indispensable for New Delhi in Jammu and Kashmir he is mistaken. Congress has a history of ditching its friends in the interest of nation and if the situation demanded the Congress will have no reservations over joining hands with the PDP for forming the Government or placing the state under the Governor's rule . |
