JU wastes large amounts of money every year on prospectuses, forms

Jammu, Nov 7: The University of Jammu squanders large amount of money on the procurement of examination forms and prospectuses every year which are left of no use in the subsequent year.
There is no mechanism to ensure safe accountability of sale proceeds as also to guard against misappropriation of money that exists in the examination department of the university.
According to an official document a large number of prospectuses are printed every year for sale in Distance Education and other departments of the University of Jammu. A major chunk of these prospectuses is rendered waste due to over printing thus wasting money.
The document says, 95,208 prospectus were got printed during the year 2003-2008 for under graduate, Post Graduate, B.Ed and M.Ed courses, out of which 80031 prospectuses were sold leaving unsalable balance of 15,177 prospectus in the ending December 2007 (costing Rs 19.78 lack).
A source in examination department said, "Excess printing on this account caused loss of Rs 1.52 lack on the procurement and printing of forms".
Similarly the university procured 45,000 prospectuses for regular P.G. courses during the year 2002-2007 out of which 39,143 prospectus were issued during the corresponding period. This also resulted in closing balance of 5857 prospectuses and consequential loss of Rs 1.20 lack on its printing.
Besides this 26,993 blank answer books were damaged by white ants but no action was taken to write off these in spite of constitution of a committee for the purpose.
The document further says that five centers for sale of forms were set up in degree colleges at Kathua, Udhampur, Rajouri, Poonch and Bhaderwah in year 2008. Taking advantage of the lack of mechanism, the Rajouri center deposited only Rs 84,035 out of the sale proceeds of Rs 1,38,495 (cost of 3957 forms) and misappropriated the balance amount of Rs 54460 some years back. However Rs 17,680 was stated to have been recovered and deposited but no action was initiated against the defaulting official to recover the balance amount of Rs 36,780.
On the other hand prospectuses for the distance learners undergo change or revision every year and are not saleable to the year subsequent to the year of printing.
Despite the fact that every year there is wastage of examination forms and prospectuses in the varsity the authorities repeat the same mistake year after year.
