Upgradation of healthcare facility, priority of Govt: Azad

SRINAGAR, JULY 31 – Chief Minister Mr. Ghulam Nabi Azad while replying supplementaries told Legislative Assembly today that in 2004 before election to the Parliament the then BJP led Government announced upgradation and setting up of about a dozen of medical institutions in the country which also included that of Jammu Medical Institute. He said the then Union Health Minister Mrs. Sushma Sawraj also laid the foundation of Medical Institute Jammu for its upgradation.
He said that after the elections when the UPA Government took over it was surprisingly found that no scheme was formulated for establishment, upgradation of such institutions nor funds were kept by the BJP led government neither it was approved by the then Cabinet. However, the UPA Government looked into and provided funds for the upgradation of medical institutions.
He said when Prime Minister Dr. Manmohan Singh was approached for this purpose, he approved Rs. 100 crore for Jammu Medical Institute. He said the condition of Srinagar Medical Institute was brought to the notice of Prime Minister and he was magnanimous enough to sanction another Rs. 100 crore for SKIMS. Not only this, at the time of Round Table Conference when a presentation was made to Prime Minister Dr. Manmohan Singh with regard to the healthcare conditions and poor road connectivity in the rural areas of the state, he also announced Rs. 250 crore financial assistance for upgradation of healthcare facilities in the rural areas. The assistance is presently in pipeline, Chief Minister said.
Replying the main question by Mr. Ashwani Kumar, the Minister for Transport Mr. Mangat Ram Sharma told Legislative Assembly that Government of India has accorded in “principle” approval to the upgradation of Government Medical College Jammu to the level of AIIMS like institution under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). It has been proposed by the Ministry of Health and Family Welfare to incur a one time capital expenditure for the said upgradation of the college upto a maximum of Rs. 120 crores, out of which Central Government will invest Rs 100.00 crores and the remaining capital expenditure of Rs. 20.00 crores will have to borne by the state government. In addition, the state will have to bear the recurring expenditure in terms of manpower, maintenance and the upgraded facilities.
