Penalty proceedings against erring PIO | RTI activists laud CIC’s decision | | EARLY TIMES REPORT JAMMU, Nov 9:Right To Information (RTI) activists across the state have welcomed the Chief Information Commissioner’s recent decision of initiating penalty proceedings against the erring Public Information Officer (PIO)/ Assistant Commissioner Revenue, Jammu for defying the provisions of Jammu and Kashmir Right to Information Act. The ACR had not provided the information to the applicant even after a delay of more than seven months. The commissioner did not only initiate penalty proceedings against the ACR but have also directed him to furnish the requisite information to the applicant Raman Sharma within 10 days. Balvinder Singh, Convener Sangarsh RTI Movement have congratulated the institute of state information commission for acting tough against the delinquent officers who pay no respect to the laws passed by the state legislature and deprive citizens to exercise their legal rights. Balvinder opined that the commission’s order will set up right precedent. Whereas, Dr Raja Muzaffar Bhat of JKRTI Movement, Srinagar has termed the decision of the commission as historic one and said that such deterrents are essential to set up a regime of transparency in the state. Dr Bhat furthermore underlined the issue of safety and security of whistleblowers. Similarly, Dr Parminder Singh, another activist and senior member of Kshitij Foundation Jammu (an NGO for RTI) while congratulating the commission have asserted that this judgment of the commission have a long lasting impact which would further strengthen RTI Act. Advocate and RTI activist Vilakshan Singh have also congratulated the commission and applicant, he said Right to Information Act, if implemented in letter and spirit can do wonders for public welfare.
