EARLY TIMES REPORT
JAMMU, Nov 9:A series of protests by various students’ and political organisations over the State Government’s announcement of new recruitment policy marred the opening of Darbar move offices here today.
It is pertinent to mention here that in view of the students' protest against the government's new recruitment policy; authorities had decided to keep colleges closed for two days to ensure peaceful reopening of the Civil Secretariat in the winter capital.
In disapproval of the new recruitment policy, the Akhil Bharatiya Vidyarthi Parished (ABVP) staged a protest march from BJP headquarters, Kacchi Chawni towards Civil Secretariat.
Police, however, scuttled the procession of students and activists of ABVP midway as they were stopped to march towards Civil Secretariat to protest against the new recruitment policy.
The BJP students' wing activists clashed with the police when they were being stopped from going towards the Secretariat. Later, 43 of them were detained and carried away in police vehicles.
They were protesting against the state government for its new recruitment policy under which a fresh recruit would get only 50 per cent of basic pay for first two years and 75 per cent for next three years without any allowances.
In another protest against the new recruitment policy, the activists of Youth of Jammu Kashmir and Ladakh (YJKL) unfurled the black flags on the first day of the opening of Darbar here.
YJKL activists this morning assembled near Shalamar Chowk and raised slogans against state government for its ‘draconian’ policy and marched towards Shalamar Chowk near Ranbireshewar temple, however, they was stopped by large posse of police, which was deployed especially in the wake of the black flag march and other protests.
A scuffle broke out between police and activists of YJKL when their march was stopped by the men in khaki.
YJKL march was led by its general secretary Rahul Vaid and vice chairman Prithvi Raj Singh Drora. Gen Secy of YJKL Nasib Ali accompanied by several workers held a strong protest in front of Secretariat where later about 21 activists of the organisation were arrested by police.
Later a press conference was organised by YJKL in the Jammu University which was addressed by its chairman Suresh Ajay Magotra.
In his statement, Magotra said that government is terrorised by the voice of youth of state as youth are demanding their right.
He said that we had announced that opening of secretariat will be welcomed with black flags and we had done this as our activists held a strong protest in front of Secretariat in the morning with black flags.
YJKL leader said that Govternment is doing its best to crush the voice of youth of state as it announced holiday in the Jammu colleges and university and deployed heavy police force out side every educational institute which is very shameful on its part.
The activists of National Secular Forum (NSF) today observed a complete shut down in the various Colleges and schools in Jammu province.
The activists of NSF went across the different schools and colleges and asked the students to voluntarily boycott the classes. Responding to the call, Students of various colleges and schools came out on the roads and held a strong protest under the banner of NSF against the new recruitment policy of the government. The students took out a rally and raised slogans against the government.
Activists of National Panthers Students’ Union (NPSU) along with the students of Jammu University also held a massive protest demonstration against the state government for police high handedness to suppress the ongoing student’s agitation against the new recruitment policy.
The students of JU gathered at fountain and started marching towards the main gate where the police lathi-charged the agitating students in which some of the students also got injured. The students’ leaders of GBSU and PSA were also arrested by the police.
Following the lathicharge and arrest of the students, the protest of NPSU activists become more aggressive and they shouted slogans against the state government at JU main gate where a scuffle of NPSU leaders with police cops also broke out.
The NPSU activists, led by Verinder Singh (President JU, NPSU) were pacified only when the police administration admitted to release the arrested students.
Jammu Chief of the Jammu and Kashmir Democratic Forum (JKDF) Pandit Bhushan Bazaz expressed his serious concern over the formulation of new recruitment policy announced by the state government and demanded to review the same.
Addressing media persons here today, Bazaz said that the new recruitment policy was totally discriminatory and illogical. He said that on one hand government promises to provide 1 lakh jobs to youth in the coming years and on the other hand they reduced their perks to such extent that they will not be in a position even to pay bus fares. He further said that the announcement of the policy shows that bankruptcy of the state government and this type of recruitment rules are not anywhere in any state in the country. Bazaz also condemned the lathi charge on the innocent students of different colleges and extended his full support to students and unemployed youth who are fighting for their rights.
BJP State President Shamsher Singh Manhas while condemning the arrest of ABVP activists and converting the Jammu city into a fortress on the first day of opening of Civil Secretariat here said that midnight arrests of over a dozen activists of ABVP from their office can not be justified by any means.
Undeclared curfew on the first day of Darbar Move in Jammu city is the dictatorial mindset of the Omar Abdullah led coalition. This was alleged by Shamsher Singh Manhas, who is leading the “Jan Jagran Yatra” while addressing series of public meetings at Mansar, Krimchi, AP Gate, Patti, Pancheri, Kultyar, Natyar, Katti and Nandar areas of Udhampur district.
BJP MLA Ashok Khajuria also criticized govt for the arresting of ABVP activists and also condemned this act of police and said that the state government has lost the balance of mind and is using the police as a tool to harass the people of Jammu, who have been always tortured and given inhuman treatment by the successive state governments, mostly led by the members of Abdullah family.

The NC-Congress coalition in Jammu and Kashmir has no concern for the farmers. Even the elected representatives from rural areas are not spared for raising the voice of helpless farmers.
These charges were levelled by Khajuria while reacting to the manhandling of two party MLAs-Choudhary Sukhnandan and Shyam Choudhary on the day of opening of Secretariat at Jammu.
