JKAACL dismisses allegations made by an 'ex employee'

JAMMU: The Additional Secretary, J&K Academy of Art, Culture and Languages (JKAACL), Jammu Division office, Savita Bakshi has dismissed the allegations as baseless levelled by an RTI activist Anil Saraf in which the latter had accused the former of making back door appointments vis a vis alleged financial irregularities and embezzlement in Cultural Academy.
In a written communication, Additional Secretary, Cultural Academy Bakshi alleged that Saraf is defaming her by making false allegations because being his officer she took a stand in curtailing his nefarious designs.
Additional Secretary, Cultural Academy maintained, "Anil Saraf, an RTI activist and ex-employee of Institute of Music and Fine Arts (IMFA), Jammu was suspended from service after the approval of Chief Minister (president of the Cultural Academy) and has not been reinstated till date."
"Saraf was suspended when I was Principal of the IMFA… Saraf was placed under suspension after I lodged a complaint that he forged my signatures for drawing loans from different banks," Bakshi added
Bakshi further said, "On the basis of this complaint Crime Branch, Jammu registered a case against Anil Saraf under FIR 30/2007 under sections 420/467/468 and 471 of Ranbir Penal Code (RPC) after a Forensic Science Laboratory (FSL), Jammu report established that he forged my signatures."
Subsequently the case of forgery was challenged in the Court of law for which the proceedings are going on, she said.
Additional Secretary also vehemently denied the allegation that she has made any backdoor appointments during his tenure in Cultural Academy and earlier in IMFA.
"Being Additional Secretary, Jammu division I do not appoint any functionary on my own but a proper procedure is followed by the Selection Committee chaired by the Secretary, Cultural Academy…. The stop gap arrangements, appointments not exceeding 89 days made during my tenure as Principal IMFA had been made under rules with the due approval of the Secretary, Cultural Academy," Bakshi asserted.
Bakshi further alleged that Anil Saraf is a habitual complainant and his petitions should not be given any credence.
"Saraf's complaint to Chief Minister, copy of which was also sent to Tourism and Culture Minister was referred back to the Secretary, Cultural Academy for his comments. In reply Secretary, communicated that during entire service career of Anil Saraf in IMFA, he spent more time in gathering information of all employees, making complaints to higher authorities and committing fraud and forgery," she said.
