| Marks obtained in departmental exam to be disclosed, says CIC | | | New DelhI| JAN 7 In a move towards bringing transparency in the internal
functioning of organisations, the Central Information Commission (CIC) has allowed
the disclosure of marks obtained by individual candidates in a departmental
examination held by Indian Airlines.
"...In the interest of transparency of the functioning of the organisation, the mark
sheets or the marks obtained by individual candidates must be disclosed", said
Information Commissioner O P Kejariwal in a recent order directing Indian Airlines
Ltd to disclose marks of one of its departmental examination.
P N Parashar had sought information about the mode of examination and marks
secured by the candidates in the departmental test for promotion to the post of
Assistant Manager in two departments -- Finance and Stores in 2005.
Rejecting the contention of Indian Airlines that details about marks obtained in an
examination was excluded from disclosure as per the Act, the Commission said that
such an action would restrict the transparency in the functioning of the organisation.
The airlines group earlier took a stand that more than 500 candidates appeared in
the departmental examination and hence such details should be regarded as third
party information and excluded from disclosure.
Parashar appraoched the Information Panel after he failed to get a satisfactory reply
from the Public Information Officer (PIO) as well as the Appellate authority of the
Indian Airlines.
