AFSPA row:Omar trying to hijack PDP's agenda ? | | | "For withdrawing AFSPA from some areas in Jammu and Kashmir we cannot wait for the last gun to fall silent."This is what Chief Minister,Omar Abdullah,had to say after hearing "NO" from the Army and the BSF functionaries to his demand for lifting AFSPA.While commenting on the Army's opposiion to the withdrawal of AFSPA from some areas like Srinagar and Budgam districts Omar Abdullah has a point when he said that in these areas the Army has not been operating for the last several years.In fact for Omar Abdullah withdrawal of AFSPA from some areas seems to be a one-point agenda.Does he treat lifting of AFSPA from the state a political project ?Does he believe that withdrawing AFSPA even from some areas could supplement state Government's resources and revenue? Or is it some sort of a social activity aimed at mitigating peoples' sufferings ?If one reads between the lines the level of eagerness being demonstrated by Omar Abdullah over the issue it becomes clear that withdrawal of AFSPA from some areas can be a political project.It seems Omar is campaigning against the Act because he believes that once the Act was withdrawn it could help the National Conference in regaining the ground that it had lost as a result of misgovernance during the last three years. During the last over two years both Omar and his father,Farooq Abdullah,have been campaigning in favour of withdrawal of troops from within the civilian areas,lifting of the AFSPA from some areas of the state,resumption of talks with Kashmiri separatists and making the ongoing Indo-Pak dialogue a sustained process.All these demands have been voiced by the PDP leadership months before they were raised by the National Conference.This way Omar has been suggested by those who follow him like a shadow that he should try to hijack PDP's political agenda which alone could help him in regaining people's support and motivate the separatists for making things slightly easier than they did it during the five summer months of 2010 when the Kashmir valley was rocked by unprecedented civilian strife in which about 118 people were killed in police firing. Will withdrawing AFSPA from some areas in the state help Omar to regain his political weight and shine ? It is a moot point because people want better governance which could resolve the problems of unemployment,poverty,electricity and drinking water shortage.This way people are more interested in economic package than some political sops.If Omar believes that the security scenario that exists in the state warrants withdrawal of AFSPA why should not he order withdrawal of security cover to all political leaders,including ministers and legislators ?It has not been done indicating that Omar Abdullah does not want to endanger his life and those of his ministerial colleagues.At the sametime he should not ignore fear in the Army.Senior Army functionaries,reports indicate,believe that if the AFSPA was withdrawn from some areas militants could carve out their hideouts in these areas making it difficult for the troops to launch counter insurgency operations in the absence of any legal cover.And if Omar reimposes AFSPA it would be a mockery of his year long exercise on withdrawing AFSPA.Hence Omar needs to be more active in implementing various development projects than wasting his energy on hijacking PDP's agenda. |
