| It was widely reported in the media that an European based 'think tank' namely 'Belgian Association for Solidarity with Jammu and Kashmir' has come out with revelation that 'bandits and criminals' in the Valley have been taking advantage of militancy/terrorist activities and are involved in raping, murdering, extorting money and using mafia practices and later blaming security forces for the crimes and are thus taking advantage of the troubled situation in J&K.
The Belgian Association seems to have limited itself to known bandits, goons and criminals who are taking advantage of the troubled situation in J&K. In fact, if they had tried to go a little deeper with help of unattached knowledgeable individuals and members of opposition from Jammu Region who could fearlessly reveal what is going on within the state and outside in the name of militancy/terrorism, the revelations could have been much more interesting.
Yes there were/are abductions for money, rapes, murder, money extortions etc for personal gains and also to defame the Para-military forces on the behest of pro-separatist forces. Regular collections were made by organized/unorganized groups under pressure both from sympathizers and non-sympathizers of the separatist movement right from the beginning. Collections were also made from government offices/officers under threat of militant groups. This fund raising was done at the lowest individual level for the separatist organizations and passed on to the middle level for funding the terrorist activities. At a higher level, organizational heads were receiving huge sums of money from national and international anti India forces including Pakistan, Pan-Islamic nations rich in petrodollars and also NRI sympathizers through Hawala transactions under the very nose of Indian Government and its secret agencies. The GOI instead of curbing it with iron hand provided all the super security to the separatist leaders and saw to it that separatist leaders enjoyed the best of government services including best medical facilities all over thee country at government expense. All these facilities and funding from various sources were extensively used for helping militancy in the state.
It is not the terrorists alone who were/are using militancy as lucrative industry in the state, even the successive state governments under Kashmiri Leadership were/are effectively extorting enormous amount of funds from the GOI in the name of curbing militancy, 'alienation and unemployment of Kashmiri Youth. Finanancial Packages in the name of development of Kashmir Region including Dal Lake, Improvement and development of various badly run government sectors like Tourism, Agriculture, Horticulture, Health, Power Development, Road Communication, Resettlement of Kashmiri Pundits etc. have been forthcoming from GOI to please the separatists through state government. How badly these funds have been used or misused by the ruling political parties is very well known to the common man in J&K and leaders of the opposition especially from Jammu Region.
To top it all GOI is also maintaining an anti-Jammu stance to please the separatists.
