Harsh for early elections schedule for the urban local bodies | | | EARLY TIMES REPORT Jammu, Nov 13: Harsh Dev Singh NPP MLA and its working chairman has urged upon the govt. to announce the schedule for early Elections for the urban local bodies of the state including Municipal Corporations, Municipal Councils and Municipal committees which are due in the State for the last few years. He regretted that elections for the said local bodies were repeatedly assured by the state Govt. since January 2010 but no action has been taken to fill its commitments as well as the statutory requirements laid down under law. Elaborating further Harsh Dev Singh pointed out that Municipal Corporation Act as well as the Municipal Act provided for holding of Elections to local bodies prior to the completion of five year term of existing local bodies. He said that Sec 5 of Municipal Corporation Act and Sec 14 of Municipal Act categorically stated that elections to constitute Municipal corporations, councils and Municipal committees shall be completed before the expiry of duration of existing/ already constituted local bodies. He said that as per the legal position obtaining on the subject the elections to constitute such local bodies ought to have been completed well before Feb. 2010. He deplored the delay and deny approach being pursued by the govt. towards this important issue resulting in stoppage of funds by the govt. of India for the development of the Urban Local bodies of the State. Flaying the govt. apathy and indifference towards the issue, Harsh Dev Singh said that the state govt. had earned the dubious distinction of non governance and non-performance in all sectors. He said that govt. inaction and culpable negligence in holding timely elections to such bodies had deprived the State of hundreds of crores of central assistance and funding under various urban development schemes including UIDSSMT,IDMT, IDSSMT, JNNURM, IHSDP, sewerage and drainage schemes besides other development as well as housing schemes for the urban poor. Harsh Dev Singh said that non-holding of elections to the aforesaid bodies also indicate govt’s malevolent intentions to control and manage the urban local bodies by proxy though the help of blue-eyed favourites. He said all decisions of such urban bodies which were required to be taken by elected representatives of such institutions being taken by blue eyed favorites and other bureaucrats who were promoting the interests of their political bosses. Harsh Dev Singh further flayed the abuse of powers and misuse of authority by the bureaucrats and officers who were heading the said municipal bodies in the absence of elected representatives. He pointed out large-scale encroachments taking place in the towns and cities in collusion with the officers of Municipal bodies. He further pointed out several building permission cases being cleared within the limits of Municipal corporations, JDA,SDA, Municipal councils and committees on pick and choose basis without following any rational criteria or stipulated procedures. He further flayed the allotments of residential and commercial establishments being made in a hush -hush manner in various municipals bodies and all assistance and support being rendered to non-eligible persons to continue to remain in possession of residential flats and other govt. premises in violation of norms and procedures. He further flayed the abuse of public money by these blue eyed officers in the name of development of towns & cities. Urging for early holding of elections, Singh said that the constitution of local Bodies would not only ensure democratic decentralization and empowerment of people at grass root level but it would also facilitate free flow of funds from the centre and effective supervision and monitoring of development projects by the elected representatives of the public.
