TUF hails Planning Commission’s decision

Jammu, Nov 13: Welcoming the decision of planning commission for its efforts to bring transparency in the utilization of funds of tribal sub-plan, the Jammu Kashmir Tribal United Forum (TUF), an organization working for the welfare of Gujjar & Bakerwal, in a meeting held here today under the chairmanship of its state chief, Roshan Din Choudhary, hailed the PC’s direction to the J&K Govt. to prepare the separate sub-plans for SCs/STs.
Roshan Din Choudhary while addressing the state executive body of TUF said that due to disproportionate flow of SCs/STs funds, disparity in the annual plan, the areas of state inhabited by the Scheduled Castes and Scheduled Tribes remained neglected.
He further said that the non-existence of political reservation to ST in J&K state is also a root cause for the misappropriation of funds of tribal sub-plan.
“The directive of PC to have separate sub-plan for SCs/STs is a welcome step for the development of these communities”, Choudhary said.
In view of the fact that Rs. 6600 crore annual plan of J&K state has already been approved, TUF urged that state govt. to immediately segregate the component of SCs/STs out of the approved plan and in case of disproportion therein, the same should be cope up forthwith.
Zabeer Ahmed Bajjar, general secretary of Forum, while speaking on the occasion said that huge misappropriation of tribal sub-plan’s funds and their diversion remained the main reason for the lake of development of the infrastructures and implementation major projects.
With this decision of planning commission to have separate allocation of funds under annual plan and the keenness of Union Finance Ministry in bringing the transparency in the utilization of funds for the SCs & STs, it is hoped that the funds under TSP and SCSP would be used judiciously for the purpose for which these are earmarked.
Bajjar further urged the state Govt. and the agencies of Govt. involved in the monitoring of the development of SCs/STs to also bring the accountability in the implementation of schemes and projects defined for them.
He further said that for last three years special central assistance to TSP and SCSP has either not been received or if received that too at the fag end of financial year, due to non-compliance of the conditions by the State Govt. laid down therein for the implementation of this scheme.
He also urged the state govt. to initiate necessary steps towards implementation of this special central assistance scheme meant for SCs & STs.
Among others who spoke on the occasion were Tanwir Ahmed, Khursheed-Ul-Islam, Munshi Khan, Advocate Tanzir Khatana, Er. Shah Mohd., Advocate Pervaiz Choudhary, Advocate Zaffer Choudhary, and Assad Chouhan.
