Omar plans civic poll after AFSPA withdrawal | | | EARLY TIMES REPORT Jammu, Nov 14: Chief Minister, Omar Abdullah, has forcefully reiterated his demand for lifting AFSPA from at least four districts in the state. Official sources said that during the last two days he has been meeting all those who matter in the Congress led UPA Government in New Delhi soliciting their support for his plan on withdrawing AFSPA from some areas in the state. During his meetings he has, according to sources, suggested to the top Government functionaries, including the Union Home Minister and the Defence Minister,to allow him to withdraw the AFSPA on an experimental basis. He is said to have assured he union Ministers that in case the security scenario assumed so-ugly dimensions the AFSPA would be reimposed. Sources said that while the Union Home Minister, P.Chidambaram, has supported his demand the Defence Minister, A. K.Antonty, has expressed his reservation because of the known stand of the top Army functionaries. The issue may again be discussed in a meeting of the Cabinet Committee on Security (CCS).In its last meeting the CCS had supported Omar's demand for withdrawal of AFSPA from some areas of Jammu and Kashmir. Congress sources in Jammu said that Omar was very keen to withdraw AFSPA from those areas where the militancy related activities have declined so that his party could secure gains during the urban bodies election. The sources said that when the recent Panchayat elections were completed Omar Abdullah and his ministerial colleagues belonging to the National Conference had announced that election to the urban civic bodies including the two municipal corporations would be held shortly. But hitherto no schedule has been finalized because Omar wants to show something his Government has achieved by way of removing AFSPA from some areas in the state.
