Court frames corruption charges against former Asst Director CAPD | | | EARLY TIMES REPORT Jammu, November-15 (JNF):- Additional Sessions Judge Anticorruption Jammu Jaffer Hussain Beigh today framed corruption charges against former Incharge Assistant Director CAPD Circle-III Jammu, Baldev Singh then Inspector CAPD Circle-III Jammu and Sumeet Behal. While framing charges the court observed that the official accused hatched criminal conspiracy with private accused who managed to get new ration depot No 297 allotted in favour of Sumeet Behal at Shastri Nagar Jammu by abusing official position submitted a wrong report and got fictitious ration cards prepared in respect of the persons under BPL/AAY Category, who were already drawing ration under APL category from other ration depots and have never drawn ration from accused Sumeet Behal at Depot situated at Shastri Nagar Jammu. According to VO case verification was conducted into the allegations of fraudulent and dishonest distribution of Govt Ration issued in eligible beneficiaries under the scheme Antyodaya Anna Yojana (AAY) and Below Poverty Line (BPL). It was alleged that records were manipulated by the officials of CAPD Jammu during the year 2004-2005, for this purpose verification was conducted which reveals two schemes known as BPL and AAY were implemented in the J&K State in the year 1997 and 2001 under the scheme food grains weighing 35 KG per family per month were to be issued at the following subsidized rates, BPL scheme wheat @ 4.75 Per KG, Atta Rs 5 Per KG, Rice Rs 6.25 Per KG under AAY Scheme, Wheat Rs 2 Per KG, Rice Rs 3 Per KG. During investigation it was found that Jammu Urban Development Authority (JUDA) would conduct the survey and identify the families belonging to BPL category and issued a list of families to concerned dept CAPD. CAPD send this list to concerned Assistant Director. During verification it was found that CAPD established new ration depot No 297 at Nai Basti Jammu where under 636 families earlier drawing Govt ration from depot No 130 and 264 situated at Shastri Nagar Nai Basti Jammu were merged to new depot for the purpose of drawing Govt ration. The investigation was conducted by Mrs. Rashmi Wazir SP VOJ Organization and during the course of investigation it has been found that from February 2004 to September 2006 1820 qtls of BPL Rice, 1823 qtls of BPL Atta and 886 qtls of AAY Rice has been issued by the Assistant Director CAPD in favour of ration depot No 297. It has been further found that the said ration has not been drawn by the consumers as they were not provided any ration card. The consumers shown attached with ration depot NO 297 already drawing ration from other ration depots under APL category who continue to draw the ration till the registration of FIR and it has been found that on the basis of manipulation and distortions has resulted a loss of Rs 13, 69, 900/- lacs caused to the State exchequer and Court today framed charges u/s 5(1) (d) Prevention of Corruption Act 1947 r/w section 120-B RPC. Meanwhile the court granted three day police remand of Patwari Balwan Singh who was caught red-handed by the VOJ on November 14, 2011 while accepting bribe Rs 5000/- from the complainant. The accused Patwari was produced in the Court by the Vigilance Organization for grant of police remand because investigation of police is not complete. Court considered the application arguments of the Senior PO for the state and perused the application and gone through the case dairy, granted three days police custody remand of the accused with observation that accused be medically examined after every 48 hours.
